About the position

The Office of the Chief Financial Officer (OCFO) is seeking a dedicated and detail-oriented Budget Analyst to join its team. This position is crucial for enhancing the fiscal and financial stability, accountability, and integrity of the Government of the District of Columbia. The Budget Analyst will be located within the Government Operations Services (GOC) of the Department of Employment Services (DOES). The primary responsibility of the incumbent will be to formulate, justify, monitor, and develop process improvement strategies for budgets within their assigned agency's department. In this role, the Budget Analyst will validate the accuracy of budget requests, perform special analyses, and provide recommendations along with accurate budget projections. The analyst will coordinate with program managers and other financial personnel to ensure that the budgets of assigned program operations are effectively expended to achieve their goals. Continuous oversight of the program's expenditure of approved funds will be a key duty, along with developing guidance and tools to enhance the department's ability to make proper budgetary formulations, execution determinations, and planning decisions. Additionally, the analyst will assess the impact of revised budget execution policies and timetables, providing guidance to program management concerning the status of funds and any related issues. Other related duties may be assigned as necessary.

Responsibilities

  • Validating the accuracy of budget requests and performing special analysis.
  • Providing recommendations and accurate budget projections.
  • Coordinating with program managers and other financial personnel to ensure effective budget expenditure.
  • Providing continuous oversight of the program's expenditure of approved funds.
  • Developing guidance and tools to improve budgetary formulations and execution decisions.
  • Assessing the impact of revised budget execution policies and providing guidance to program management.

Requirements

  • Two (2) years of progressive experience in budget formulation, justification, monitoring, coordination, and approval.
  • Experience in preparing reports, analysis, and justifications related to funding matters.
