About the position

Radiance Technologies is seeking a Budget Analyst professional to support the U.S. Army Space and Missile Defense Command (USASMDC) Technical Center, Research Directorate, Multidomain Technologies Division, in Huntsville, AL. The successful candidate will apply their expertise and working knowledge of DOD financial execution processes and reporting to the budget planning, execution, and reconciliation of all allocated current and future appropriations. This role is critical in ensuring that funds are executed in a timely manner and in accordance with the program's acquisition strategies and OSD goals. The Budget Analyst will analyze historical funding execution data to develop budgets and spend plans, generating funding documentation and reports using the internal office database and potentially external systems such as Standard Operation and Maintenance Army Research and Development Systems (SOMARDS) database, the General Fund Enterprise Business Systems (GFEBS), GFEBS-Sensitive Activities (GFEBS-SA), Logistics Management Program (LMP), Wide Area Workflow (WAWF), and G-Invoice software. The candidate will perform all budget phases, including formulation, justification, presentation, and execution, while administering the Agency Operating Budget, Mid-Year Review, Budget Execution Review, Year-end Closeout, and related budget reports. Additionally, they will support the development of the Program Objective Memorandum (POM) and Strategic Portfolio Analysis Review (SPAR). This position requires excellent written and oral communication skills, strong proficiency with GFEBS and other financial management databases, and the ability to identify, analyze, and resolve a range of budgetary problems. The candidate must be capable of conceptualizing budgetary issues, developing alternative funding methods, and analyzing, interpreting, and implementing financial and budget regulations from higher headquarters such as DoD, DA, ASA (ALT), DASA-FO, and ASA FMandC. Furthermore, the ability to incorporate Congressional Adds and other funding streams into a flexible financial strategy is essential. An active Secret security clearance is required for this position.

Responsibilities

  • Apply expertise and working knowledge of DOD financial execution processes and reporting to budget planning, execution, and reconciliation of appropriations.
  • Analyze historical funding execution data to develop budgets and spend plans.

  • Perform all budget phases including formulation, justification, presentation, and execution.
  • Administer the Agency Operating Budget, Mid-Year Review, Budget Execution Review, and Year-end Closeout.
  • Support the development of the Program Objective Memorandum (POM) and Strategic Portfolio Analysis Review (SPAR).

Requirements

  • Minimum of seven years experience in executing financial activities supporting DoD Acquisition programs/projects.
  • At least five years supporting DoD financial accounting operations, processes, and systems.
  • Strong proficiency with GFEBS and other financial management databases.
  • Ability to identify, analyze, and resolve a range of budgetary problems.
  • Ability to analyze, interpret, and implement financial and budget regulations from higher headquarters.
  • Active Secret security clearance.

Nice-to-haves

  • Experience supporting development of cost estimates.
  • Familiarization with Automated Cost Estimating Integration Tool (ACEIT).
  • Provide advice and technical assistance to functional specialists in evaluating program cost factors.
  • Evaluate impacts on program based on direction and funding adjustments.
  • Experience with POM development and submission.
