About the position

The Department of Health Care Services (DHCS) is seeking a dedicated and analytical individual to join our team as an Associate Governmental Program Analyst, specifically in the role of Budget Analyst. This position plays a crucial role in the Capitated Rates Development Division, which is responsible for developing managed care capitation rates for over 10 million Medi-Cal beneficiaries across California's 58 counties. The successful candidate will work under the direction of the Unit Chief and will be tasked with a variety of complex technical analytical assignments. These assignments will include program evaluation and planning, policy analysis and formulation, systems development, budgeting and planning, as well as providing consultation to management and higher-level staff. In this role, the incumbent will conduct and review analytical studies and surveys, formulate policies and procedures, and make recommendations on a wide range of administrative and program-related matters that are pertinent to cash flow management within the Medi-Cal managed care delivery system. The analyst will collaborate with other professional staff to examine financial reports, analyze fiscal information and transactions, and review relevant financial and utilization data. Maintaining ongoing records of contracts, financial documents, fiscal policies, and other related materials will also be a key responsibility. The ultimate goal of these analyses is to provide informed advice to the Division's management regarding the performance of Medi-Cal Managed Care Health Plans (MCPs) and to positively influence future policies and strategies that align with statewide health policy goals, including Directed Payment programs such as Proposition 56 and the Private Hospital Directed Payment (PHDP).

Responsibilities
