About the position

The Budget Analyst position at the Oklahoma State Department of Health involves performing analytical work related to the collection and evaluation of financial data, budgetary control records, and other information concerning agency expenditures and revenues. The role aims to determine budget requirements, develop budget work programs, prepare proposed legislation, and justify requested funding levels. Analysts will work at various levels, from entry-level tasks to advanced responsibilities, depending on their experience and education.

Responsibilities

  • Compile data related to agency financial transactions and operations, revenues, and expenditures.
  • Analyze financial information concerning personnel, capital projects, supplies and equipment, professional services, and other expenses; determine budgetary requirements by function and activity.
  • Participate in surveys, studies, meetings, and legislative hearings concerning agency financial requirements; assist agency managers in preparing budget estimates and proposals.
  • Conduct research and analysis on proposed legislation or other factors affecting budget requirements.
  • Review revenue projections from appropriations, fees, taxes, tolls, and other sources; match projected revenue to projected expenditures.
  • Make recommendations concerning changes in program goals, workloads, staffing patterns, funds distribution, and other areas; identify needs for changes in various sources of revenue.
  • Develop agency budget work programs, including justification; prepare proposed legislation.

Requirements

  • Level I: Bachelor's degree in business or public administration, economics, accounting, or finance; or an equivalent combination of education and experience.
  • Level II: Bachelor's degree in business or public administration, economics, accounting, or finance; or an equivalent combination of education and experience and one year of experience in professional budget administration or fiscal analysis.
  • Level III: Bachelor's degree in business or public administration, economics, accounting, or finance; or an equivalent combination of education and experience and two years of experience in professional budget administration or fiscal analysis.

Nice-to-haves

  • Experience in government budgeting processes.
