About the position

The Budget Analyst I position is a temporary role within the Department of Environmental Quality, focusing on the implementation and administration of business and financial systems to support the Stormwater Program. The analyst will coordinate the development of AccessDEQ (PTP) and electronic reporting requirements, evaluate business applications, and improve operational processes. This role requires proactive engagement and collaboration with various stakeholders to ensure timely delivery of objectives aligned with the agency's mission and goals.

Responsibilities

  • Design, examine, analyze, develop, implement, administer, and monitor business and program processes and operation systems.
  • Serve as an AccessDEQ (PTP) Implementation Coordinator.
  • Evaluate business and program application systems' functionality to identify gaps and calculate solutions to improve business operations.
  • Develop and deliver training related to business and program systems solutions.
  • Support efforts to meet NPDES electronic reporting requirements.
  • Combine Erosion and Sediment Control and Stormwater Construction Permit application and inspection processes.

Requirements

  • Bachelor's degree from an accredited institution in business administration, public administration, accounting, or related field; or an equivalent combination of education and experience.
  • Intermediate knowledge of the principles and practices of public administration and governmental budgeting and accounting.
  • Intermediate knowledge of fiscal and operational policy of state government.
  • Basic knowledge of the financial structure, accounting system, and financial procedures of the State of North Carolina.
  • Ability to organize and present clearly oral and written reports of findings and recommendations.
  • Ability to establish and maintain effective working relationships with subordinate personnel, agency officials, legislators, and the general public.
