The Budget Analyst I position is a full-time role within the North Carolina Department of Public Safety (DPS), specifically under the National Guard's Directorate of Environmental Management (DEM). This position is responsible for preparing, maintaining, forecasting, and projecting the budget for the DEM. The analyst will provide essential funding and budgetary support to project management, ensuring compliance with both state and federal regulations while executing environmental projects. The role requires augmenting the environmental program to support the federal and state fiscal year, tracking environmental funding, reconciling vouchers, and planning for a five-year Program Object Memorandum (POM). The analyst will also ensure that the North Carolina Army National Guard (NCARNG) adheres to all environmental laws and regulations, maintaining an environmental administrative record and documenting policies and procedures that promote hazardous waste reduction, pollution prevention, and resource conservation. In addition to budget preparation and maintenance, the analyst will analyze the budget to ensure accurate alignment of expenditures and revenues. This involves collaborating with project managers to develop and implement spending plans, making necessary changes to financial processes, and working closely with the USPFO Controller's Office to maintain the cost allocation plan for state and federal agreements. The analyst will conduct financial analyses to ensure appropriate budgeting and expenditure of federal funds, grants, and state appropriations, responding to inquiries from various departments and reconciling discrepancies. The position also requires tracking state appropriations and federal accounts, monitoring expenditures, developing budget estimates, and performing recurring analysis and reviews of budget execution. The Budget Analyst I will coordinate with environmental program managers and state directorates to complete periodic data calls and maintain the records database of the Environmental Branch. Acting as an office manager, the analyst will attend conferences and meetings to stay informed about upcoming events and changes, provide training support to staff, manage state property inventory, and process all procurements and vehicle reports. This role is critical in ensuring the effective financial management of environmental projects and compliance with relevant regulations.
