About the position

The Budget Analyst I position involves providing administrative support in the preparation and management of departmental budgets for the County. The role includes analyzing budget requests, monitoring expenditures throughout the fiscal year, and preparing recommendations for fund transfers. The analyst will also be responsible for maintaining financial records, preparing reports, and ensuring compliance with budget policies and regulations.

Responsibilities

  • Drafts and reviews Budget Amendments, Transfer Requests, and Budget Corrections.
  • Determines availability of funds and makes recommendations to Chief of Budget for approval.
  • Prepares the Quarterly Capital Project Monitoring Report.
  • Prepares the Construction in Progress journal for year-end adjustments.
  • Prepares the retainage journal and carryover budget amendment for end-of-year funds.
  • Verifies funding availability and codes third-party invoices for payment.
  • Purges completed projects from the financial system and files paperwork for access.
  • Reviews invoices and change orders for fund availability and correct coding.
  • Reconciles operating accounts and projects to identify errors and correct them.
  • Creates new projects/accounts in the financial system as requested.
  • Prepares Bond Monitoring Report regarding bond spending and IRS regulations.
  • Prepares monthly general fund and enterprise fund reports for financial health assessment.
  • Prepares journal entries to allocate costs and estimates for upcoming budgets.
  • Maintains an updated listing of Fees and Charges for public use.
  • Assists with the preparation of the Budget Book and Official Statement.
  • Prepares reimbursement requests and sets up account receivables.
  • Communicates with funding agencies and monitors compliance with accounting policies.
  • Assists grant managers with financial information for reporting requirements.
  • Completes annual surveys and projects department salary and fringe budgets.
  • Maintains the County's Budget Position Control file with high accuracy.
  • Maintains the County's Schedule of Debt.
  • Makes recommendations on special assigned tasks and performs other related duties.

Requirements

  • Bachelor's degree in Business with a concentration in Economics, Finance, or Accounting.
  • Two years of related work experience, or an equivalent combination of education, experience, and training.
