About the position

This position is responsible for monitoring, maintaining and providing budgeting and financial accountability for all grants and assisting the supervisory Business Officer in administering OEO and EIPD division's resources totaling over $200 million. The position is located in Raleigh, North Carolina and has a flexible work schedule. This person must operate under tight deadlines in a dynamic environment. The individual in this position must possess excellent attention to detail, verbal/written communication abilities, and organizational skills.

Responsibilities

  • Troubleshoot complex issues using analytical skills and coordinate information requests by assessing and interpreting Office of State Budget and Management policies, Federal/State regulations and Generally Accepted Accounting Principles to ensure compliance.
  • Have a keen understanding of the North Carolina Financial System (NCFS) and its reporting tools, the Integrated Budget Information System (IBIS) and how these systems interrelate.
  • Independently maintain the authorized budget during budget preparation and execution by reviewing and projecting expenditures and realigning the budget accordingly.
  • Review and correct expenditures charged to a program based on allowable costs and period of performance guidelines.
  • Interact with DHHS staff and federal partners when completing financial reports and assisting with budget inquiries.
  • As a member of the division audit team, implement corrective action plans.

Requirements

  • Experience with state budget process, federal spending and financial reporting.
  • Experience managing different types of grants (formula, competitive and block grants).
  • Experience with CFR 200 in regard to reasonable, allowable and allocable activities.
  • Experience with different types of revenues - state, federal, receipts, block grants and resale.
  • Ability to create and maintain complex spreadsheets and export/import financial data from various subsystems.
  • Bachelor's degree from an accredited institution in business administration, public administration, accounting or related field; OR an equivalent combination of education and experience.
