About the position

The Budget Analyst I position within the Division of Social Services is responsible for managing budgetary functions for assigned funds. This role requires a comprehensive understanding of various funding sources and the associated regulations, including block grants and both capped and uncapped funds. The analyst will contribute to the division's mission of addressing poverty, family violence, and exploitation, while promoting self-reliance and self-sufficiency among vulnerable citizens.

Responsibilities

  • Manage budgetary functions for assigned funds in the Division of Social Services.
  • Interpret and apply federal and state rules, laws, and regulations related to budgeting and funding sources.
  • Work with multiple fund sources and accounts to ensure compliance and effective management.
  • Utilize the North Carolina Financial System (NCFS) for budgetary tasks.
  • Prepare and analyze budget reports and forecasts.

Requirements

  • Bachelor's degree in business administration, public administration, accounting, or a related field.
  • Experience with fiscal and operational policies of state government, including budgeting, accounting, and purchasing.
  • Experience interpreting and applying federal and state rules, laws, and regulations.
  • Demonstrated experience working with multiple fund sources and accounts.
  • Direct experience with the North Carolina Financial System (NCFS).
  • Proficiency in Microsoft Office Products.
