About the position

The Budget Analyst II position within the Colorado Department of Human Services (CDHS) is a critical role that involves providing comprehensive budget development, analysis, and management support for the Division of Child Welfare (DCW). This position is responsible for tracking expenditures, managing contracts, and ensuring compliance with state fiscal and procurement rules. The analyst will work closely with program managers and administrators to develop collaborative relationships that facilitate effective budget and contract preparation. The role requires a strong understanding of government accounting and budgeting processes, as well as the ability to analyze data for abnormalities and variances in budget allocations. In addition to budget management, the analyst will draft solicitations and provide procurement support for goods and services purchases related to assigned budgets and projects. This includes monitoring revenue and expenditures throughout the fiscal year to identify compliance or fiduciary concerns and providing guidance to leadership on resource management. The analyst will also be tasked with analyzing proposed legislation and performing economic and fiscal analysis to assess the impact of external actions on DCW and its partnerships. The position requires a proactive approach to ensure that DCW complies with all fiscal rules and policies, and the analyst will be expected to provide technical assistance and training on budget execution and contract processes. This role is hybrid, requiring in-office presence two days a week, and is open only to Colorado state residents. The successful candidate will play a vital role in supporting the financial operations of child welfare programs across Colorado, ensuring that resources are allocated effectively to serve children, youth, and families in need.

Responsibilities

  • Provide budget development, analysis, management support, expenditure tracking and review for DCW.
  • Provide contract development, management support, and review for assigned budgets and other DCW projects.
  • Draft solicitations and provide procurement development, review, and support for goods and services purchases for assigned budgets and other DCW projects.
  • Provide budget coordination and support between DCW and other assigned projects.
  • Analyze and review proposed legislation and perform economic and fiscal analysis to assess the impact of legislation, ballot initiatives, or other external actions impacting DCW.
  • Monitor revenue and expenditures throughout the fiscal year to identify compliance or fiduciary concerns and provide guidance to leadership on budget execution reporting requirements.
  • Ensure DCW complies with state fiscal and procurement rules.

Requirements

  • Six (6) years of professional experience in an occupational field related to the work assigned to the position such as contracts, budget analysis, accounting and customer service.
  • Bachelor's degree from an accredited institution in Accounting, Finance, Business Administration or a field of study related to the work assignment (substitution for two years of experience).
  • Strong understanding of government accounting and budgeting.
  • High attention to detail when drafting, proofreading, revising written reports.
  • Ability to independently organize, plan, and prioritize work.
  • Experience with CORE (Colorado Operations Resource Engine).
  • Critical and analytical thinking skills.
