The Budget Analyst II position within the Division of Child Welfare (DCW) is a critical role that involves providing comprehensive budget development, analysis, and management support for various projects and contracts associated with child welfare services in Colorado. This position is hybrid, requiring in-office attendance two days a week, specifically on Wednesdays and Thursdays. The Finance Unit of DCW is responsible for managing a substantial budget exceeding $574 million, ensuring compliance with fiscal rules, policies, and state and federal requirements. The analyst will work closely with program managers and administrators to facilitate budget execution and reporting, ensuring that all financial operations align with the strategic goals of the department. In this role, the analyst will be tasked with drafting solicitations, managing contracts, and providing procurement support for goods and services. They will analyze proposed legislation and perform economic and fiscal assessments to evaluate the impact of legislative changes on DCW operations. Continuous monitoring of revenue and expenditures throughout the fiscal year is essential to identify compliance issues and provide guidance to leadership on resource management. The analyst will also develop collaborative relationships with staff involved in budget preparation, ensuring that all fiscal activities are transparent and accountable. The position requires a strong understanding of government accounting and budgeting processes, as well as the ability to independently organize and prioritize work. The analyst will prepare detailed reports on budget goals and variances, develop budget impact analyses, and provide technical assistance and training to county staff on fiscal policies and procedures.
