About the position

The Budget Analyst II position within the Division of Child Welfare (DCW) is a critical role that involves providing comprehensive budget development, analysis, and management support for various projects and contracts associated with child welfare services in Colorado. This position is hybrid, requiring in-office attendance two days a week, specifically on Wednesdays and Thursdays. The Finance Unit of DCW is responsible for managing a substantial budget exceeding $574 million, ensuring compliance with fiscal rules, policies, and state and federal requirements. The analyst will work closely with program managers and administrators to facilitate budget execution and reporting, ensuring that all financial operations align with the strategic goals of the department. In this role, the analyst will be tasked with drafting solicitations, managing contracts, and providing procurement support for goods and services. They will analyze proposed legislation and perform economic and fiscal assessments to evaluate the impact of legislative changes on DCW operations. Continuous monitoring of revenue and expenditures throughout the fiscal year is essential to identify compliance issues and provide guidance to leadership on resource management. The analyst will also develop collaborative relationships with staff involved in budget preparation, ensuring that all fiscal activities are transparent and accountable. The position requires a strong understanding of government accounting and budgeting processes, as well as the ability to independently organize and prioritize work. The analyst will prepare detailed reports on budget goals and variances, develop budget impact analyses, and provide technical assistance and training to county staff on fiscal policies and procedures. This role is vital in supporting the overall mission of DCW to deliver effective child welfare services to children, youth, and families across Colorado.

Responsibilities

  • Provide budget development, analysis, management support, expenditure tracking and review for DCW.
  • Provide contract development, management support, and review for assigned budgets and other DCW projects.
  • Draft solicitations and provide procurement development, review, and support for goods and services purchases for assigned budgets and other DCW projects.
  • Provide budget coordination and support between DCW and other assigned projects.
  • Analyze and review proposed legislation and perform economic and fiscal analysis to assess the impact of legislation, ballot initiatives, or other external actions impacting DCW.
  • Monitor revenue and expenditures throughout the fiscal year to identify compliance or fiduciary concerns.
  • Provide guidance and technical assistance to leadership on day-to-day management of resources and budget execution reporting requirements.
  • Ensure compliance with state fiscal and procurement rules.
  • Develop collaborative relationships with staff involved in budget and contract preparation.
  • Prepare monthly, quarterly and other term reports detailing budget goals and/or variances.

Requirements

  • Bachelor's degree from an accredited institution in Accounting, Finance, Business Administration or a related field.
  • Two years of professional experience in an occupational field related to budget analysis, accounting, or contracts.
  • Six years of professional experience in an occupational field related to the work assigned to the position.
