About the position

The Budget Analyst II position at the North Carolina Department of Justice provides essential budget and accounting support to the department and the Chief Financial Officer (CFO). This role involves strategic budget planning, reporting, and ensuring data quality assurance, which is critical for the efficient operation of the department. The analyst will manage budget development, execution, and monitoring, as well as oversee grant management and compliance, making it a pivotal role in financial operations.

Responsibilities

• Provide budget and accounting support to the DOJ and CFO.
• Assist the CFO with strategic budget planning and reporting results.
• Manage and report budget and accounting information essential for department operations.
• Complete all IBIS entries including biennial budget certification, budget revisions, and justifications.
• Monitor reports and expenditures for compliance with state budget rules and regulations.
• Oversee DOJ grants for compliance and provide guidance to Grant Managers.
• Write grant policies and procedures and monitor grant portfolio.
• Analyze and research grant issues impacting the Department.
• Set up grant budgets in IBIS and draw down federal funds.
• Perform month-end closing activities and approve workflow items in FIORI and E-Procurement.

Requirements

• Strong writing skills.
• Mid-level budgeting experience.
• Sound understanding of the State Budget Act and financial accounting procedures.
• Ability to analyze complex financial problems and recommend solutions.
• Excellent verbal and written communication skills.
