About the position

The Budget Analyst II position at the City of Las Cruces involves providing senior-level expertise in the development of the City budget, analyzing the fiscal and operational performance of various City departments, and coordinating the budget process and procedures. This role requires a comprehensive understanding of public sector budgeting systems and the ability to process, review, and report on economic and financial data within an enterprise resource planning (ERP) environment. The analyst will prepare various special and recurring reports for management, ensuring that all financial data is accurate and compliant with governing regulations. In this position, the analyst will conduct multi-year analyses of departmental expenditures and revenues, providing insights into the financial and programmatic impacts of proposed changes. The role also includes assisting the Budget Manager with policy development and implementation, as well as compliance with relevant regulations. The analyst will coordinate and facilitate the development of economic and financial data to identify opportunities for efficiency improvements across the City. This includes leading training sessions, ensuring data quality, and applying business intelligence (BI) tools to track expenditures and monitor budget compliance. The Budget Analyst II will respond to requests for information, answer budget-related questions, and advise City management on budget issues and procedures. This position acts as a resource for assembling financial and administrative data for modeling, performing ad hoc analyses, and generating special reports. The analyst will also develop forecast data sets and models, participating directly in budget development and planning for selected departments based on BI and ERP interactions. Regular attendance is essential for continuity of services, and the position may require occasional work beyond normal business hours.

Responsibilities

  • Applies BI tools in tracking expenditures and monitoring budget compliance.
  • Responds to requests for information and advises City management on budget issues.
  • Acts as a resource for assembling financial and administrative data for modeling.
  • Performs ad hoc analysis and generates special reports, charts, and financial summaries.
  • Develops forecast data sets and models; participates in budget development and planning.

Requirements

  • 4 years of experience in budgeting or related field.
  • Proficiency in BI tools such as Crystal Reports and SAS.
  • Strong writing and communication skills in English.
  • Experience with ERP systems and data warehouse management.
  • Knowledge of GIS applications and public sector financial management.
