The Budget Analyst II will provide essential budget analysis support to the PM IEN Requiring Activities, aligning with the expectations of a large Army program office that encompasses multiple O5 offices. This role involves daily reporting responsibilities to the O6 and long-term reporting obligations to Congress and the ASA(ALT). The position requires a strong understanding of budgetary processes and the ability to manage complex financial data effectively. As a federal contractor, CNI maintains a drug-free workplace and adheres to the Federal Controlled Substance Act, emphasizing the importance of compliance and integrity in all operations. In this role, the Budget Analyst II will be responsible for creating, maintaining, and updating spend plans to provide accurate status reports. The analyst will monitor the financial checkbook to track all fund requests and obligations using the Comprehensive Cost and Requirement System. Additionally, the position requires maintaining the Manpower Workbook to ensure that all information is current and accurate, as well as completing transactions in the General Fund Enterprise Business System (GFEBS) and Logistics Modernization Program systems to record obligations and de-obligations as directed. The analyst will provide budget and financial advice to IEN stakeholders and collaborate closely with other divisions, including Budget Management, Acquisitions, PMD, and Project Office personnel, to track and maintain spend plans and other financial reports. This role also involves reviewing financial systems, contracts, and documents for unliquidated obligation balances, loading and maintaining data in spreadsheets, and preparing management-level reports and presentations on funding and budgets. The Budget Analyst II will assist with annual Planning, Programming, Budget, and Execution of funds, track obligations against OSD goals, and provide assistance with year-end closeout activities. Furthermore, the analyst will formulate budget estimates for multi-year programs, develop cost-benefit analyses of proposed budgetary actions, and advise IEN staff and program managers on the most advantageous courses of action. The role requires independent qualitative and quantitative analysis of complex financial information related to budget reports, obligations, and expenditures. The Budget Analyst II will also manage and monitor execution of Defense Travel System (DTS) budgets, review travel authorizations, and run reports to verify information for the Army Audit Review. Overall, this position is critical for ensuring the effective management of budgetary resources within the Army program office.
