About the position

The Budget Analyst II position at the Oklahoma Military Department is primarily focused on analyzing, recording, interpreting, and reconciling financial data related to Appendix 1002, specifically within the Environmental Management Branch. This role is crucial in assisting with the determination of budget requirements that support future planning and programming development. The analyst will work closely with the Environmental Program Manager (EPM) and the Deputy Environmental Program Manager (DEPM) to develop and execute the annual Environmental State Operating Budget (ESOB). This includes reconciling obligation plans within the Environmental Source to Track, Analyze, & Review Requirements (E-STARR) system, reviewing and approving Draft SF 270 forms in collaboration with the State Cooperative Agreements Manager, and maintaining informal records to ensure program auditability. In addition to budget development and execution, the analyst will monitor requirements established by the Army National Guard Environmental Division for maintaining data in the E-STARR program. This involves completing monthly status updates and reports, understanding project requirements for budget submissions, and coordinating with project managers to maintain accurate project documentation. The analyst will also be responsible for preparing and maintaining project files, reviewing state reimbursement vouchers, and ensuring timely processing of project invoices. Furthermore, the role includes tracking annual permit and fee requirements, organizing office files, and providing administrative support to the Environmental Management Branch. Customer service is a key component of this position, as the analyst will coordinate with various internal and external agencies, ensuring a professional and positive interaction at all times. The analyst will also assist in preparing travel documents for Environmental Branch personnel, ensuring compliance with travel requirements and tracking reimbursement requests. Property accountability and management are also part of the responsibilities, including biannual inspections of Environmental Management Branch property and managing state vehicle scheduling. The analyst will implement the OKARNG Statewide Operational Noise Management Plan, documenting and tracking noise complaints as necessary. Responsibilities

  • Assist in the development and execution of the annual Environmental State Operating Budget (ESOB).
  • Reconcile obligation plans within the Environmental Source to Track, Analyze, & Review Requirements (E-STARR).
  • Review and approve Draft SF 270's with the State Cooperative Agreements Manager.
  • Maintain informal records for state and federal accountability and auditability.
  • Monitor requirements established by the Army National Guard Environmental Division for maintaining data in the E-STARR program.
  • Complete monthly status of funds updates and reports.
  • Review and understand requirements for submitting projects via E-STARR for budget development.
  • Update the OKARNG Spend Plan monthly, validating and verifying information matches GFEBS Funds Status.
  • Prepare and maintain project files (physical and electronic).
  • Review and reconcile state reimbursement vouchers (SF270) with project files.
  • Track all annual permit and fee requirements related to environmental permits.
  • Organize and maintain the Environmental Management Branch files for inspection.
  • Coordinate with internal and external agencies with a positive customer service attitude.
  • Maintain a log of incoming/outgoing mail and assist in preparing office correspondence.
  • Coordinate and facilitate preparation of travel documents for Environmental Branch personnel.
  • Inspect and account for all Environmental Management Branch property biannually.
  • Manage scheduling of state vehicles for environmental staff.
  • Prepare and manage supply requisitions for office supplies and equipment.
  • Implement requirements of the OKARNG Statewide Operational Noise Management Plan.

Requirements

  • Bachelor's degree in business or public administration, economics, accounting, or finance.
  • One year of experience in professional budget administration or fiscal analysis, or an equivalent combination of education and experience.
  • Knowledge of principles and practices of organization and management.
  • Understanding of public administration and governmental accounting and budgeting principles.
  • Ability to review and analyze financial data and establish realistic budget goals.
  • Strong communication skills to present facts and opinions accurately.
