About the position

The City of Norfolk is seeking a Budget Analyst II to join the Department of Budget and Strategic Planning. This role involves advanced budget preparation and financial research to support the formulation and administration of the city's annual operating and capital budgets. The analyst will provide analytical support to department directors and the City Manager's Office, addressing pressing policy issues and ensuring efficient service delivery to the community.

Responsibilities

  • Assist with the development of the city's annual Operating and Capital Budget
  • Analyze and evaluate program performance and make recommendations to senior leadership
  • Assist with creating performance measures that accurately measure programmatic outcomes
  • Evaluate, manage and improve upon processes citywide
  • Evaluate department budget requests and recommend budget adjustments based on historical financial research and comparison; prepare a written detailed analysis for senior leadership
  • Review changes to a department's budget and staffing and prepare a written recommendation detailing how proposed changes meet service objectives and operational needs
  • Build rewarding relationships with departments to assist with problem solving and process improvement
  • Perform citywide position management including monitoring and oversight; review and recommend position related change requests
  • Analyze issues and work on special projects such as the local impact of a state or federal mandate
  • Assist with the preparation of detailed budget documents, PowerPoint presentations and other collateral materials
  • Assist with developing a public outreach campaign to encourage residents to participate in the budget process
  • Assist with developing an internal communications campaign to explain the budget process and alert staff to important deadlines
  • Develop and present policy analysis to senior management using robust data analysis and visualization techniques
  • Perform other duties as needed or assigned.

Requirements

  • Bachelor's Degree in accounting, budgeting, finance, or equivalent
  • One year of budget or accounting experience or an equivalent combination of education and experience

Nice-to-haves

  • A Master's Degree in Public Administration, Public Policy, Finance or a related field
  • Previous experience researching resourcing issues and evaluating budget submissions
  • Budget and financial management experience
  • Thorough knowledge of evaluation techniques relating to service delivery and program performances
  • Considerable analytical and decision-making skills
  • Excellent verbal and written communication
