The Budget Analyst III position at Aeyon involves providing expert knowledge in budget and resource management principles and practices specifically tailored for developmental and operational programs within the Department of Defense (DoD). The role requires a deep understanding of the Planning, Programming, Budgeting, and Execution (PPBE) phases of the DoD budget, enabling the analyst to effectively utilize, adapt, and develop budget and resource analytic tools, techniques, and processes. This position is integral to a team that tackles complex problems, ensuring that budgetary practices align with government standards and accounting principles. In this role, the analyst will be responsible for assessing products and procedures to ensure compliance with internal controls and multi-tiered system application standards. The analyst will provide technical advice and analysis to ensure that appropriations are justified and executed effectively. This includes ensuring that acquisition packages are accurate and complete, and that all transactions comply with financial and contracting laws, regulations, and policies. The analyst will support the government in analyzing requirements, prioritizing resources, and executing funds, while also coordinating with various directorates, OSD offices, Defense agencies, and Services to integrate estimates and execute funds efficiently. The position also involves interpreting policies, regulations, and guidelines for budget request development and execution, maintaining the status of commitments and obligations of funds, and reconciling internal financial records with external accounting reports. The analyst will actively pursue the closure of Unliquidated Obligations and support data collection and preparation of budget exhibits for all cycles of the PPBE. Additionally, the role requires the verification of financial data accuracy and the collection and input of resources into various databases for Congressional Justification Book development. The analyst will assist in reviewing acquisition packages and Congressional marks, ensuring that all financial transactions are initiated correctly and that responses to ad hoc budgetary data requests are prepared accurately.
