About the position

The City of Greeley is seeking a Business Analyst III to join the Economic Development and Urban Revitalization Department. This role is pivotal in supporting the department's activities and the Greeley Urban Renewal Authority (GURA). The department is dedicated to enhancing customer service, business recruitment, retention, and expansion, as well as workforce development and urban revitalization. The successful candidate will be passionate about promoting growth and development that aligns with community goals and improves the quality of life for residents. In this position, the Business Analyst will report to the Department Deputy Director and will be responsible for managing day-to-day financial and budget operations. This includes building internal processes that align with strategic goals and organizational priorities. The role requires a high level of detail and accuracy, leading the department in financial and economic development reporting, trend analysis, general account reconciliation, and ensuring compliance with GAAP. The ideal candidate will possess excellent organizational skills, strong analytical abilities, and a commitment to the economic development of the city. The Business Analyst III will also collaborate with department leadership and legal teams to create and manage negotiated development and incentive agreements, manage vendor agreements and payments, and work with various vendors to collect and analyze economic and business data relevant to the department's objectives. The position involves preparing monthly, quarterly, and annual work plan and budget metrics reports, supporting the Department Director with GURA budget and accounting needs, and preparing quarterly reports for the Finance Department regarding ARPA funded projects. Identifying opportunities to increase efficiency and effectiveness of department operations and budget execution is also a key responsibility.

Responsibilities

  • Support EDUR with day-to-day management of the department’s budget and accounting needs.
  • Collaborate with department leadership and legal teams to create and manage negotiated development and incentive agreements.
  • Execute and manage vendor agreements and payments.
  • Work with various vendors and data providers to collect and analyze economic and business data relevant to the economic development objectives for the department.
  • Collect data and prepare monthly, quarterly and annual work plan and budget metrics reports.
  • Support Department Director with GURA budget and accounting needs.
  • Prepare quarterly reports for Finance Department regarding ARPA funded projects.
  • Identify opportunities to increase efficiency and effectiveness of department operations and budget execution.

Requirements

  • Bachelor's degree from an accredited college/university in business, finance, accounting, economics, real estate, public policy, or a related field.
  • Five (5) or more years of experience as a business or budget analyst or equivalent experience.
  • Master's degree in business administration, finance, or closely related field (preferred).
  • One (1) to three (3) years of Public Sector experience (preferred).
  • One (1) to three (3) years of Economic Development experience (preferred).
  • Strong analytical abilities and organizational skills.
  • Excellent oral, written, and listening communication skills.
