About the position

The Budget Analyst III position is a critical role within the Health and Human Services Commission, specifically under the supervision of the DRM Manager and with the approval of the Director of DRM. This position operates under limited supervision, allowing for considerable initiative and independent judgment in performing highly complex budget preparation and analysis tasks. The analyst will provide subject matter expertise in various budgeting areas, including contracts, payments, employee travel, purchasing, methods of finance verification, error corrections, and DDS operating expenses. In this role, the analyst will review changes in policies and procedures from the Social Security Administration (SSA) and HHS to assess their impact on the Disability Determination Services (DDS). This includes identifying necessary changes for compliance and analyzing monthly operating budget reports to ensure the appropriateness of allocated funds and expenditures. The analyst will also prepare ad hoc budgetary reports for special projects and assist in the preparation of requested reports. As a primary backup for the DRM Manager, the analyst may supervise the work of others and perform additional duties as assigned to maintain efficient DDS operations. The position requires attendance during weekends and holidays as needed, and some travel may be required. Employees in this role will perform all business functions for SSA using the federal SSA network and equipment, necessitating a Homeland Security Presidential Directive (HSPD)-12 security clearance. The essential job functions include regular attendance, preparation and maintenance of reports, and providing expertise in contractor activity data and purchase vouchers, among other responsibilities. The analyst will also assist in preparing the DDS annual operating budget and legislative appropriation requests, ensuring compliance with budget guidelines and reporting requirements.

Responsibilities

  • Prepare and maintain reports, including annualized expenditure data on state, federal, and calendar fiscal years.
  • Provide subject matter expertise in contractor activity data and purchase vouchers.
  • Assist with the preparation of the DDS annual operating budget and legislative appropriation requests.
  • Analyze monthly operating budget reports to ensure appropriateness of allocated funds and expenditures.
  • Prepare ad hoc budgetary reports for special projects and assist in the preparation of requested reports.
  • Review SSA and HHS policy and procedure changes for DDS impact and identify necessary changes for compliance.
  • Advise management and staff of budget appropriations where action is required to remain within state and federal budgets.
  • Establish standards for customer-focused communication and coordination within areas of responsibility.

Requirements

  • Graduation from an accredited four-year college or university plus two years of experience in accounting, finance, business, public administration, or a related field is generally preferred.
  • Experience in computer operations and using applicable computer software.
  • Experience with annual operating budgets and federal budgetary processes.
  • Knowledge of accounting, budgetary, and management principles, practices, and procedures.
  • Skill in presenting findings and conclusions in a specific, concise, and understandable manner.
  • Ability to analyze fiscal management information to determine appropriate use of funds.

Nice-to-haves

  • Experience in using Microsoft Excel and Word software for analysis and reporting.
  • Knowledge of LAR and state contracting procedures.
