About the position

The Budget Analyst IV position at the Department of State Health Services involves advanced budget preparation and financial analysis. The role focuses on examining and analyzing operating budgets, ensuring proper allocation of funding, and providing recommendations to management regarding funding issues. The analyst prepares various financial reports, coordinates data to meet legislative mandates, and offers technical advice on budgetary matters. This position allows for significant independence and initiative in creating policies for efficient workflow, with the option to telecommute up to 100%.

Responsibilities

  • Prepares and coordinates the development of the annual operating budget process, including projections and budget needs by department.
  • Establishes methodologies for program projections and ensures proper allocation of funding sources.
  • Oversees communication with program budget analysts to ensure correct budgeting according to the General Appropriation Act (GAA).
  • Monitors and analyzes expenditure patterns to ensure proper budget maintenance and legislative compliance.
  • Analyzes fund availability for procurement requests and verifies appropriate use of funding.
  • Prepares and analyzes monthly financial reports, communicating findings and recommendations to program staff.
  • Oversees the preparation of the legislative appropriations request (LAR) and the Monthly Financial Report (MFR).
  • Analyzes cost estimates and fiscal notes for proposed legislation, providing technical assistance to program staff.
  • Participates in agency-wide workgroups to develop financial policies and procedures.

Requirements

  • 5 years of experience in budget analysis and financial reporting.
  • Proficiency in Microsoft Excel and Access.
  • Strong writing and analysis skills.
  • Knowledge of state accounting and budgetary procedures.
  • Ability to communicate effectively both verbally and in writing.

Nice-to-haves

  • Experience with CAPPS, HRMS, USAS, and ABEST financial systems.
  • Familiarity with legislative appropriations requests and financial reporting.
