About the position

The position serves as the functional point of contact for day-to-day budget and financial issues within the 673 Civil Engineer Group. The incumbent is responsible for performing budget formulation work, which includes the preparation of detailed analyses of annual and multi-year budget estimates for the group's programs, consolidating these into a comprehensive budget request. This role also encompasses budget execution and administration, where the individual monitors obligations incurred and actual expenditures across various funding sources, including direct annual, multi-year, and no-year appropriations, apportionments, allotments, and transfers of funds from other agencies. The position requires providing advice, assistance, and guidance on budgeting and related information, as well as devising and recommending procedures to implement budgetary processes, policies, and regulations issued by MAJCOM or AF headquarters. In addition to these responsibilities, the incumbent conducts analyses, reviews, and special studies of budget and related information. They lead and perform specialized economic analyses and impact studies to support various budget programs. The use of automated budgetary systems and computer-generated products is essential for accomplishing budgeting assignments, and the individual is expected to perform quality checks of automated system database information, advising the program manager of any significant issues that arise. This position is critical in ensuring that the budgetary processes align with the mission and goals of the organization, requiring a thorough understanding of budgetary methods, practices, and regulations.

Responsibilities

Requirements

  • U.S. Citizenship is required.
  • Males must be registered for Selective Service.
  • Must obtain and maintain Secret Security Clearance.
  • At least one year of specialized experience at the GS-09 level or equivalent in other pay systems.
  • Knowledge of budgetary methods, practices, procedures, regulations, and policies relevant to assigned organizations and programs.
  • Skill in analytical methods and techniques, including cost-benefit analysis and various cost estimating techniques.
  • Ability to gather, assemble, and analyze data to prepare budget estimates and develop alternatives.

Nice-to-haves

  • Ph.D. or equivalent doctoral degree in a relevant field such as accounting, finance, or economics.
  • Experience with automated budgetary systems.
