The Office of the Chief Financial Officer (OCFO) of the City of Detroit is seeking a highly skilled and experienced individual for the position of Budget Analyst Manager III. This role is pivotal in leading and managing a team of Supervisory Budget Analysts, Budget Analyst professionals, and paraprofessionals within the Budget division. The incumbent will be responsible for overseeing the forecasting and tracking of budgetary performance across multiple years, ensuring that the budget aligns with actual expenditures and revenues. This includes executing the period-end close process, conducting variance analysis, and creating both annual and multi-year budgets. The Budget Analyst Manager III will also evaluate regulatory provisions and their impact on the budget, ensuring compliance with city policies and procedures. In this role, the Budget Analyst Manager III will develop and explain directives, regulations, guidelines, and procedures to implement City Council legislation and Mayoral budget policies. The incumbent will assist in preparing budgets based on actual financial and operational results, historical data, and trend analysis, verifying the completeness and accuracy of budget submissions. The position requires a keen ability to monitor assigned City Agency budget execution, conduct field audits, and prepare comprehensive reports of findings and recommendations. The Budget Analyst Manager III will partner with City Agencies to oversee the development of multi-year operating and capital plans, reserve forecasts, and long-range financial strategies. This includes evaluating monthly financial performance against established plans and prior year results, preparing and responding to inquiries regarding financial status, and identifying budget overruns or revenue shortfalls. The incumbent will also perform cost-benefit analyses, represent the executive branch at public hearings, and train OCFO and City Agency staff on budget formulation and execution. Overall, this position plays a critical role in ensuring the financial health and accountability of the City of Detroit's budgetary processes.
