About the position

In support of the United States Agency for International Development (USAID) M Bureau Institutional Staff Support (MBISS) contract, the Budget Analyst (Mid-level) plays a crucial role in assisting with the gathering of budgetary needs from senior staff for the preparation of the office's annual spend plans, trackers, and budget pipelines. This position is essential for ensuring that the financial resources are allocated effectively and that the office operates within its budgetary constraints. The mid-level Budget Analyst will also be assigned to specialized functions that require relevant work experience as outlined in the associated scope of work. The work model for this position is onsite/office-based, reflecting the collaborative nature of the role and the need for direct interaction with team members and stakeholders. The Budget Analyst will participate in developing and implementing the office's budget policies and forecasts for various programs and activities. This includes reviewing and reconciling accounting data, validating it against internal records, and monitoring expenditures and account balances. The analyst will assist in developing analyses to recommend changes in funding and budget plans, highlighting the potential impacts of these recommendations on programs, projects, and activities. Additionally, the Budget Analyst will provide assigned monthly reports and trackers to the Budget Team Lead and assist the program manager in ensuring that quarterly accruals and auto-DE obligation actions are documented and completed on time. Collaboration with the team is key, as the analyst will provide support, advice, guidance, and recommendations on the budget process to other staff, both orally and in writing, and support other activities as assigned.

Responsibilities

  • Participates in developing and implementing the office's budget policies and forecasts of various programs/activities execution.
  • Responsible for reviewing and reconciling accounting data and validating it against internal records.
  • Monitors expenditures and account balances and assists with developing analyses to recommend changes in funding and budget plans, highlighting the impact of recommendations on programs, projects, and activities.
  • Provides assigned monthly reports and trackers to the Budget Team Lead.
  • Assists the program manager with ensuring that Quarterly Accruals and Auto-DE obligation actions are documented and completed on time.
  • Provides support, advice, guidance, and recommendations on the budget process to other staff, both orally and in writing.
  • Supports other activities as assigned.

Requirements

  • Bachelor's Degree from an accredited four-year University.
  • Three (2) years of professional experience in a related field.
  • Proficient with the Microsoft Office suite of applications, internet, email, and database applications.
  • United States Citizen.
  • Possesses an active SECRET level security clearance.
