About the position

The Budget Analyst for Neighborhood Contracts at the NYC Department of Housing Preservation & Development (HPD) plays a crucial role in overseeing financial allocations to Community-Based Organizations (CBOs) that assist with housing-related issues. This position involves monitoring funding allocations, processing contracts, and ensuring efficient budget utilization to support the agency's mission of promoting affordable housing and neighborhood stability.

Responsibilities

  • Prepares RQC1 submissions in the FMS3 system for each contract action that is prepared for submission to ACCO and Comptroller
  • Submits and tracks pre-encumbrance and encumbrance documents in FMS3 for discretionary and other procurement contracts for HPD Fiscal and/or Comptroller approval
  • Prepares, reviews, and processes Financials workflow on all unregistered contract actions in PASSPort in NCU's portfolio
  • Creates and maintains a comprehensive tracking structure of each Fiscal Year's appropriations and distributions across NDS-managed projects and related budget codes
  • Coordinates with vendors, Contracts and HPD Fiscal to ensure accurate and timely processing of invoices
  • Tracks, analyzes and interprets open and unresolved encumbrance data to identify issues in targeted budget codes using various tools including appropriate software, including but not limited to MS Excel, FMS3 Aging
  • Prepares complex summary and ad-hoc reports to monitor encumbrance activities using various tools including Crystal Reports, MS Excel
  • Performs extensive research on applicable systems such as FMS3, FMS Crystal and HPDInfo
  • Provides ad hoc support to the Director of ONS Contracts
  • Makes recommendations to improve workflow efficiency

Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties; or
  • Education and/or experience which is equivalent to the above, with at least one year of experience as described in the first option.
  • A minimum of three years of professional experience in a related field.
  • Extensive experience with Financial Management Systems (FMS) and PASSPort.
  • Advanced proficiency in MS Office, particularly Excel.
