About the position

The Senior Budget Analyst will play a crucial role in the formulation, justification, presentation, and execution of the Center for Army Analysis (CAA)'s multi-appropriation budget, which includes both direct and reimbursable funds. This position is responsible for overseeing the Center's budget, financial, and contract management systems and programs. The analyst will develop and administer the annual financial spend plans for multiple appropriations, ensuring that all financial activities align with the strategic goals of the organization. Additionally, the Senior Budget Analyst will oversee the Government Travel Card (GTCC) program, ensuring compliance with applicable policies and regulations. In this role, the analyst will also develop and coordinate the Program Objective Memorandum (POM) for assigned Management Decision Packages (MDEPs). This involves consulting with Senior Leadership and Program Directors to determine mission priorities and resource allocations. The position requires a deep understanding of fiscal law and policies, as well as the ability to analyze financial and budgetary problems affecting programs. The Senior Budget Analyst will be expected to provide sound advice to senior-level management regarding the direction and allocation of resources, and to develop organizational policies or procedures to meet new requirements as they arise. The successful candidate will be expected to maintain a high level of integrity and accountability, ensuring that all financial management practices adhere to federal regulations and standards. This position is critical to the effective management of the Center's financial resources and will require strong analytical skills, attention to detail, and the ability to work collaboratively with various stakeholders.

Responsibilities

  • Formulate, justify, present, and execute CAA's multi-appropriation budget for direct and reimbursable funds.
  • Oversee the Center's budget, financial, and contract management systems and programs.
  • Develop and administer the annual financial spend plans for multiple appropriations.
  • Ensure compliance of the Government Travel Card (GTCC) program with applicable policies and regulations.
  • Develop and coordinate the Program Objective Memorandum (POM) for assigned Management Decision Packages (MDEPs).
  • Consult with Senior Leadership and Program Directors to determine mission priorities and resource allocations.
  • Provide oversight regarding fiscal law and policies.
  • Advise senior-level management on the direction and allocation of resources.
  • Analyze financial/budgetary problems affecting programs to develop alternative resource decisions or reprogramming of funds.
  • Review higher level changes in policies and develop organizational policies or procedures to meet new requirements.

Requirements

  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance.
  • One year of specialized experience in financial management, including oversight of fiscal law and policies.
  • Experience advising senior-level management on resource allocation and direction.
  • Ability to analyze financial/budgetary problems and develop alternative resource decisions.
  • Experience reviewing policy changes and developing organizational policies to meet new requirements.
