About the position

The Budget Analyst is a crucial financial advisor and strategic partner for assigned departments and citywide focus areas within the City of Boise. This part-time position is responsible for coordinating citywide budget information, focusing on key revenue sources and expenditure categories. The Budget Analyst works closely with various city departments to analyze, maintain, forecast, and develop budgets that align with the overall priorities of the city. This role involves collaboration with stakeholders to research and resolve budget-related issues, providing guidance and analytical assistance in the development, presentation, and publication of the city's budget. In addition to budget development, the Budget Analyst performs financial and technical research related to the city's budget and finances. This includes conducting service analyses, cost and revenue studies, performance analyses, and financial forecasting. The analyst assists in developing and administering policies and procedures, and supports departments with various special projects and analyses that benefit the organization. Operational reviews are conducted to identify efficiencies, improve processes, and maximize city resources. The position operates under general supervision, requiring a proactive approach to problem-solving and collaboration. Essential functions of the role include acting as a budget advisor, producing monthly budget variance reports, revenue and expense forecasts, and contributing to long-term cash flow models. The Budget Analyst also compiles statistical and analytical data into reports for decision-makers, creates and maintains financial models for forecasting and cost planning, and collaborates with budget office leadership to support long-term financial management strategies. The role requires effective communication and teamwork to achieve objectives and represent assigned departments at public meetings.

Responsibilities

  • Act as a budget advisor and resource for city departments on financial matters.
  • Collaborate with stakeholders to produce annual budgets and create revenue estimates.
  • Produce monthly budget variance reports and memos for presentations to the mayor and city council.
  • Generate monthly revenue and expense forecasts and maintain long-term cash flow models.
  • Perform analyses and provide budget guidance on various projects.
  • Assist with special projects related to cost and revenue studies, property tax, and performance projects.
  • Compile statistical and analytical data into reports for decision-makers.
  • Create and maintain financial models for forecasting and cost planning.
  • Identify and solve budget, financial, and system issues in collaboration with the Department of Finance and Administration.
  • Represent assigned departments at public meetings.

Requirements

  • Bachelor's degree in finance, economics, accounting, or related field.
  • Experience collaborating with various stakeholders to achieve organizational goals.
  • Knowledge of application and data mining tools for financial analysis.
  • Understanding of governmental budgeting theories and practices.
  • Ability to analyze financial data and prepare clear reports.
  • Effective business writing skills and ability to communicate in English.
  • Proficiency in Microsoft Excel and Microsoft Office applications.

Nice-to-haves

  • Experience in complex financial planning functions in the public sector.
  • Certifications such as Certified Public Finance Officer, Certified Government Financial Manager, or Project Management Professional.
  • High proficiency in Microsoft Office, especially Excel.
