The Budget Analyst is a crucial financial advisor and strategic partner for assigned departments and citywide focus areas within the City of Boise. This part-time position is responsible for coordinating citywide budget information, focusing on key revenue sources and expenditure categories. The Budget Analyst works closely with various city departments to analyze, maintain, forecast, and develop budgets that align with the overall priorities of the city. This role involves collaboration with stakeholders to research and resolve budget-related issues, providing guidance and analytical assistance in the development, presentation, and publication of the city's budget. In addition to budget development, the Budget Analyst performs financial and technical research related to the city's budget and finances. This includes conducting service analyses, cost and revenue studies, performance analyses, and financial forecasting. The analyst assists in developing and administering policies and procedures, and supports departments with various special projects and analyses that benefit the organization. Operational reviews are conducted to identify efficiencies, improve processes, and maximize city resources. The position operates under general supervision, requiring a proactive approach to problem-solving and collaboration. Essential functions of the role include acting as a budget advisor, producing monthly budget variance reports, revenue and expense forecasts, and contributing to long-term cash flow models. The Budget Analyst also compiles statistical and analytical data into reports for decision-makers, creates and maintains financial models for forecasting and cost planning, and collaborates with budget office leadership to support long-term financial management strategies.
