About the position

The Budget Analyst/Procurement Specialist serves as a key member of the Directorate of Plans, Training and Security (DPTS) within the Virginia Department of Military Affairs. This role involves managing and executing budgets related to the Sustainable Range Program (SRP) and acting as the State Procurement Officer for the DPTS. The position requires ensuring compliance with state and federal regulations while providing administrative support to meet the objectives of the Directorate.

Responsibilities

• Serve as the subject matter expert for the Cooperative Funding Agreement.
• Act as the State Procurement Officer for the Directorate of Plans, Training and Security (DPTS).
• Manage and execute annual budgets for the Sustainable Range Program (SRP) in accordance with regulations.
• Provide administrative support to ensure Directorate objectives are met.

Requirements

• Detailed knowledge of the Commonwealth of Virginia Agency Procurement and Surplus Property Manual (APSPM).
• Experience with planning, execution, and management of budgets and government funds.
• Ability to research, interpret, and implement State, Federal, and Army regulations and policies.
• Experience providing detailed procurement services.
• Excellent interpersonal and communication skills.
• Strong record-keeping abilities.
• Working knowledge of computers and Windows-based software programs.
• Valid Driver's License with an acceptable driving record.

Nice-to-haves

• Working knowledge of the Army Sustainable Range Program Components (RTLP and ITAM).
• Detailed knowledge of General Terms and Conditions (Grants and Cooperative Agreements).
• Strong knowledge of the Commonwealth of Virginia's eVA system.
• Virginia Contracting Associate (VCA) Certification preferred.
