OBXtek is currently staffing for a Senior Budget Analyst to work within the USAF Office of the Deputy Assistant Secretary for Science, Technology and Engineering (AQR). This position plays a crucial role in supporting budget matters for AQR, focusing on planning, programming, and budgeting efforts for the Air Force Science and Technology (S&T) portfolio. The Senior Budget Analyst will also be involved in the Air Force's experimentation, prototyping, development planning, and technology integration programs. A significant aspect of this role includes supporting the development and defense of budget documentation for the AQR portfolio, particularly for the Air Force Program Objective Memorandum (POM) and President's Budget (PB) submissions. In this capacity, the Senior Budget Analyst will provide fiscal guidance and oversight to 17 Program Element Managers (PEMs), managing a total of 27 programs. This position is essential in providing critical support to the AQR Budget Analyst civilian position, assisting in the management of the AQR financial portfolio and Lines of Effort for Science and Technology programs. The role is currently telework eligible, with in-person meetings occurring approximately four days per week, and may transition to 100% onsite in the future. Key tasks for this position include analyzing and developing recommendations and reports on the financial and budgeting aspects of the programs, tracking program cost and funding data through the Planning, Programming, Budgeting, and Execution (PPBE) cycles, and preparing cost-related inputs for required reports. The Senior Budget Analyst will perform analyses of program funding for all PPBE phases and other budget exercises, assess resource allocation options, and identify potential impacts of proposed funding positions. Additionally, the role involves researching and analyzing program funding and execution trends data, recommending changes to funding documentation to ensure standardization and compliance with requirements, and utilizing various Air Force financial software and automated databases.
