About the position

The Legislative Service Commission (LSC) is seeking dedicated individuals for the positions of Budget Analyst and Senior Budget Analyst within its Legislative Budget Office (LBO). This role is crucial in supporting the Ohio General Assembly by providing comprehensive budget and fiscal analysis, research, and drafting services. Analysts will be assigned to specific state agencies and will work closely with legislators to ensure informed decision-making regarding state budgets and fiscal policies. The position requires a strong commitment to nonpartisan public service and the ability to handle a variety of assignments that may change based on the legislative agenda. In this role, analysts will engage in a range of responsibilities that include researching topics on behalf of legislators, analyzing bills for their fiscal implications, and preparing detailed fiscal notes. Analysts will also attend committee hearings, track the progress of bills, and update fiscal notes as necessary. A significant part of the job involves preparing extensive analyses of proposed and enacted agency operating budgets at the beginning and end of the biennial budget process. Analysts will draft appropriation language for legislation and create written resources that inform the General Assembly on various topics of interest. The ideal candidate will possess a graduate degree in public administration, economics, political science, or a related field, along with experience in research and analytical writing. A strong analytical mindset, attention to detail, and the ability to communicate complex information clearly are essential for success in this role. Responsibilities

  • Researching topics on behalf of a legislator and providing written or verbal summaries to the member or their staff.
  • Analyzing bills for potential fiscal effects on state and local government budgets and preparing fiscal notes.
  • Attending committee hearings, tracking bills as they move through the legislative process, and updating fiscal notes as necessary.
  • Preparing extensive analyses of the executive's proposed and the final enacted agency operating budgets at the beginning and end of the biennial budget process.
  • Following assigned agencies throughout the budget process, including amendment drafting, research, and preparing analysis pieces.
  • Drafting appropriation and related language to be incorporated into legislation.
  • Creating written resources for the General Assembly on topics of interest.

Requirements

  • Graduate degree in public administration, economics, political science, or another field.
  • Experience in conducting research and writing papers in a school or work environment.
  • Demonstrated ability to use mathematical reasoning and to think analytically.
  • Demonstrated ability to write clearly and concisely.
  • Willingness to limit public activity to not give any appearance of bias in work.
