About the position

Bowhead is seeking a Senior Budget Analyst to support future efforts on the PMA 268 contract at Patuxent River, MD. The Senior Budget Analyst will play a crucial role in examining budget estimates for completeness, accuracy, and conformance with established procedures and regulations. This position requires a thorough analysis of budgeting and accounting reports to ensure that all financial data is accurate and compliant with relevant standards. The analyst will manage objectives by formulating, defining, designing, testing, and implementing requirements and upgrades to business processes, policies, and information systems. Additionally, the role involves reviewing budget proposals for completeness and accuracy, as well as conducting cost-benefit analyses to determine program efficiency. The ideal candidate will possess a strong background in budget analysis and financial systems, with at least ten years of experience in the field. Knowledge and experience with financial systems such as N-ERP, CSPT, and PBIS are essential, along with expertise in the Planning, Programming, Budgeting, and Execution (PPBE) process. The Senior Budget Analyst must be adept at processing a variety of information, evaluating costs and benefits, and solving complex problems. Strong communication, math, and writing skills are critical, as is a detail-oriented approach to work. This position requires a security clearance at the Secret level, and US citizenship is mandatory for this clearance at this location.

Responsibilities

  • Examine budget estimates for completeness, accuracy, and conformance with procedures and regulations.
  • Analyze budgeting and accounting reports.
  • Manage objectives by formulating, defining, designing, testing, and implementing requirements and upgrades to business processes, policies, and information systems.
  • Review budget proposals for completeness, accuracy, and compliance.
  • Conduct cost-benefit analyses to determine program efficiency.

Requirements

  • MA/MS degree or allowable substitutions: Bachelor's degree plus two (2) years additional work experience, Associate degree plus four (4) years additional work experience, or six (6) years additional work experience may substitute for a master's degree.
  • Ten (10) years of experience performing duties described in the functional description.
  • At least three (3) years of knowledge and experience of budget, planning, and executing out of the following financial systems: N-ERP, CSPT, and PBIS.
  • Knowledge and expertise in the PPBE process.
  • Ability to process a variety of information, evaluate costs and benefits, and solve complex problems.
  • Strong communication skills, math skills, writing skills, and attention to detail.
