About the position

The Budget Analyst Supervisor plays a crucial role within the Georgia Department of Public Health, overseeing the financial operations and budgetary processes that support the agency's mission to protect lives and promote healthy lifestyles across the state. This position is responsible for supervising and guiding subordinate staff in their work assignments, ensuring that the budgeting and accounting reports are accurate and comply with established procedures and regulations. The incumbent will develop, prepare, analyze, and revise large or complex budgets and supporting schedules for assigned organizations or program areas, with a particular focus on the Division of Information Technology. In this role, the Budget Analyst Supervisor will conduct thorough reviews and analyses of budget program and policy issues, assess financial data to determine the resources required for program implementation, and analyze financial trends or proposed legislation. The position requires the production of comprehensive analytical reports that inform management decisions and recommendations based on the analysis of budget-related initiatives. The supervisor will also be responsible for tracking physical inventory, documenting the use of funds, and ensuring adherence to budget allocations. Additionally, the Budget Analyst Supervisor will serve as the budget expert for the agency or multiple programs, developing reports for the agency, the Office of Planning and Budget (OPB), or other government entities. This position is funded by a federal grant and is subject to the availability of grant funds, emphasizing the importance of effective budget management and compliance with financial regulations.

Responsibilities

  • Supervises and plans work of assigned staff.
  • Analyzes agency budgeting and accounting reports/requests to maintain expenditure controls, focusing on the Division of Information Technology.
  • Analyzes or develops policy and budget-related initiatives and makes recommendations based on analysis.
  • Assesses financial data to determine the resources required to implement a program or analyze trends.
  • Examines budget estimates for completeness, accuracy, and conformance with procedures and regulations.
  • Produces comprehensive analytical reports.
  • Requests budgetary codes, tracks physical inventory, records/audits expenses, and documents use of funds and adherence to budget allocations.
  • Reviews, interprets, and writes policies and procedures associated with budget and other financial matters.
  • Serves as budget expert for agency or multiple programs and develops reports for agency, OPB, or other government entities.
  • Supervises the budget preparation, auditing, records management, and related operations.

Requirements

  • Associate degree in accounting, business/public administration, or finance from an accredited college or university and five (5) years of fiscal analysis job-related experience, which includes one (1) year in a lead worker, team leader, or supervisory role.
  • Two (2) years of experience at the lower level Budget Analyst 3 (FIP012) or equivalent position.

Nice-to-haves
