About the position

Odyssey Systems has an exciting new opportunity for a Budget Analyst, Sr. at Redstone Arsenal, in Huntsville, Alabama. This position supports the Strategic Integrated Kinetic Effects (STRIKE) Project Office (PO), which is tasked with fielding the Long Range Hypersonic Weapon (LRHW) and Mid-Range Capability (MRC) Army weapon systems. The role is contingent upon contract award, indicating that the position is dependent on the successful acquisition of the contract. The Budget Analyst will be responsible for examining budget estimates for completeness, accuracy, and conformance with established procedures and regulations. This includes analyzing budgeting and accounting reports to ensure compliance and effectiveness. The analyst will provide business expertise to STRIKE in support of the Integrated Program Management Data and Analysis Report (IPMDAR) and the Integrated Program Management Report (IMPR). This effort involves measuring contractors' cost and schedule performance on Department of Defense (DoD) acquisition contracts, working within an Integrated Product Team (IPT) structure to analyze Integrated Master Schedules (IMS) and Earned Value Management data. In addition, the contractor will provide technical expertise in support of Cost Analysis, Milestone Documentation, Contractor Reporting, and Program Reporting functions. This includes data collection, organization, analysis, and modeling to support the Lead Cost Analyst for each program. The contractor will also coordinate the preparation of Milestone Documentation such as the Cost Analysis Requirements Document (CARD) and support Cost Review Board (CRB) efforts. The role requires financial management support for the preparation, planning, and execution of annual funding lines, as well as expertise in the USG-designated automated systems for managing funds. The Budget Analyst will maintain and provide programmatic and subject matter expertise to assist with the design, development, and continuous improvement of database applications used for managing, executing, and reporting general funds and Foreign Military Sales (FMS) data. This includes providing General Fund Enterprise Business System (GFEBS) Subject Matter Expert (SME) support in all areas of funds planning, execution, and maintenance, as well as preparing training materials and conducting training sessions as needed. The contractor will also be responsible for maintaining key supporting documentation for Army Audit Readiness and preparing the Army's tri-annual Joint Reconciliation Program (JRP). Overall, this position requires a high level of expertise in financial management and programmatic support within the DoD environment.

Responsibilities

  • Examine budget estimates for completeness, accuracy, and conformance with procedures and regulations.

  • Develop and maintain Program Integrated Master Schedules for all products and functions.
  • Provide Cost and Schedule analysis in support of Integrated Baseline Reviews (IBR).
  • Provide technical expertise in support of Cost Analysis, Milestone Documentation, Contractor Reporting, and Program Reporting functions.
  • Collect, organize, analyze, and model data to support the Lead Cost Analyst for each Program.
  • Coordinate the preparation of Milestone Documentation such as the Cost Analysis Requirements Document (CARD).
  • Support Cost Review Board (CRB) efforts.
  • Develop Contractors Cost and Software Data Reports (CSDR) plans and related documents.
  • Monitor status of CSDR submissions and follow up on delinquent reports.
  • Prepare budget justification materials (P- and R-forms) and other required budgetary reports.
  • Support the Planning Programming Budget and Execution (PPBE) requirements of the PO.
  • Create spend plans and monitor actual execution to plan.
  • Prepare execution reports and recommend changes to plan.
  • Provide Subject Matter Experts (SMEs) with extensive DoD financial management experience.
  • Maintain and provide programmatic and subject matter expertise for database applications.
  • Provide GFEBS SME support in funds planning, execution, and maintenance.
  • Prepare training materials and provide training as needed.
  • Maintain key supporting documentation for Army Audit Readiness.
  • Prepare the Army's tri-annual Joint Reconciliation Program (JRP).
  • Maintain, review, and coordinate for approval Customer Support Agreements.

Requirements

  • Must be a U.S. citizen.
  • Secret clearance required.
  • MA/MS Degree required.
  • Over 10 years of related experience.
