About the position

The Budget Analyst Subject Matter Expert (SME) will provide expert financial guidance to the Program Manager and Senior Staff, focusing on the development and monitoring of financial plans for various programs. This role involves coordinating with the Business Manager and Program Analyst to ensure effective execution of budgetary obligations and spending plans, while maintaining comprehensive financial records and conducting analyses to support cost-effective program execution.

Responsibilities

  • Advise the Program Manager and Senior Staff on financial plans for applicable programs.
  • Assist in developing financial plans and cost estimates, including Program Office Estimates (POEs) and Independent Government Cost Estimates (IGCEs).
  • Monitor execution of obligation plans and/or spend plans for mission and support funds.
  • Maintain complete budgets and financial status for all mission and support funds, including tracking and reporting on funding requirements and obligations.
  • Coordinate budget development and execution tracking with staff supporting Programs of Record (PoRs).
  • Conduct special studies and analyses to ensure cost-effective allocation of programs.
  • Review financial systems and documents for un-liquidated obligation balances and prepare management reports on funding and budgets.
  • Prepare input for out-year manpower projections and reconcile manpower program budget guidance.

Requirements

  • Bachelor's degree in accounting, finance, or an associate degree with relevant experience.
  • 5+ years of experience with demonstrated success and increasing responsibilities.
  • Current knowledge of DoD policies and regulations related to finance.
  • Working knowledge of DoD financial systems such as MIPRs and GFEBS.
  • Knowledge of Microsoft Office 365, Windows 10, and MS SharePoint.
  • Intermediate skills in MS Excel.
  • Good coordination and organizational abilities.
  • Excellent communication and people skills.
  • Good decision-making skills.
  • Ability to work with minimal supervision.
