About the position

The Budget Analyst Team Lead for Health and Human Services at the North Carolina Office of State Budget and Management is responsible for overseeing the budget execution process for the HHS/Gen Gov team. This role involves mentoring team members, ensuring consistency in budget interpretation and application, and providing high-level budget analysis and management services to state agencies and the Governor. The position requires independence, technical knowledge of the budget process, and the ability to lead projects while maintaining strong professional relationships.

Responsibilities

• Lead and manage the Health and Human Services and General Government budget execution team.
• Mentor and support team members in their work and professional development.
• Interpret legislation and develop budget policies and procedures.
• Conduct fiscal and policy analysis for state agencies and the Governor.
• Present information on programs and policies impacting the budget.
• Conduct quarterly reviews with agency leadership to assess performance and strategic plan implementation.
• Participate in cross-functional teams to advance strategic initiatives of OSBM.

Requirements

• Bachelor's degree in business administration, public administration, public policy, or related field.
• Four years of experience in governmental accounting or budgeting, including one year in a responsible analyst or administrative capacity.
• Considerable knowledge of public administration and accounting principles.
• Experience in budget and program analysis, strategy, and performance management.
• Demonstrated ability to research, analyze, and summarize complex data.
• Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook).
