About the position

The State Budget Management Analyst II position serves as a Team Lead for the Health and Human Services and General Government team within the Office of State Budget and Management (OSBM). This role involves mentoring team members, ensuring consistency in budget interpretation and application, and providing high-level budget analysis and management services to state government. The position requires independence, technical knowledge of the budget process, and the ability to lead projects while maintaining strong professional relationships.

Responsibilities

  • Lead and mentor the Health and Human Services and General Government team in budget execution.
  • Provide budget and policy analysis counsel to the Governor, state agencies, and state legislature.
  • Analyze economic and demographic data to inform budget decisions and maintain a balanced budget.
  • Support state agencies in stewardship of public resources and decision-making through strategic planning and performance management.
  • Interpret legislation and develop budget policies and procedures.
  • Conduct quarterly reviews with agency leadership to evaluate performance and program progress.
  • Present information on programs and policies impacting the budget.
  • Participate in cross-functional teams to advance OSBM's strategic initiatives.

Requirements

  • Bachelor's degree in business administration, public administration, public policy or related field from an accredited institution.
  • Four years of experience in governmental accounting or budgeting, including one year in an advanced analyst or administrative capacity.
  • Considerable knowledge of public administration principles and practices, budget and program analysis, and performance management.
  • Working knowledge of the state budget and legislative process.
  • Experience in researching, analyzing, interpreting, and summarizing complex data.
  • Proficiency in Microsoft Suite (Excel, PowerPoint, Word, and Outlook).

  • Experience in organizing and presenting clear oral and written reports.
