About the position

The Budget Analyst Team Lead position at the Office of State Budget and Management (OSBM) involves leading a team of analysts in the Budget Execution Section. The role requires mentoring team members, ensuring consistency in budget processes across state government, and providing high-level budget and policy analysis to various stakeholders. Team Leads are expected to work independently, manage complex agency assignments, and contribute to the overall effectiveness of the budget management process.

Responsibilities

  • Lead and mentor a team of budget analysts.
  • Ensure consistency in the interpretation and application of statutes and policies across State government.
  • Provide budget and policy analysis counsel to the Governor, state agencies, and state legislature.
  • Analyze economic and demographic data to inform budget decisions.
  • Develop and issue budget policies and procedures.
  • Conduct quarterly reviews with agency leadership to assess performance and program evaluations.
  • Present information on existing or proposed programs and policies that impact the budget.
  • Participate in cross-functional teams to advance OSBM's strategic initiatives.

Requirements

  • Bachelor's degree in business administration, public administration, public policy or related field from an accredited institution.
  • Four years of experience in governmental accounting or budgeting, including one year in an advanced analyst or administrative capacity.
  • Considerable knowledge of public administration and accounting principles.
  • Extensive skills in budget and program analysis, strategy, and performance management.
  • Working knowledge of the state budget and legislative process.
  • Demonstrated experience in researching, analyzing, interpreting, and summarizing complex data.
  • Proficiency in Microsoft Suite (Excel, PowerPoint, Word, and Outlook).

Nice-to-haves

  • Demonstrated experience leading a team and providing mentoring support.
  • Experience in advanced budget management or policy analysis.
