About the position

The Budget Analyst position within the Department of Health and Human Services, specifically in the Office of Environmental Health and Engineering's Division of Sanitation Facilities Construction (IHS-DSFC), offers a unique opportunity to contribute positively to public health initiatives. This role is essential in supporting the planning, design, and construction of water, wastewater, and solid waste facilities in partnership with American Indian Tribes. The position is part of a team that plays a critical role in ensuring that these facilities meet the needs of diverse communities across various geographical locations. The Budget Analyst will be responsible for a range of analytical duties related to budget formulation and execution, which are vital for the successful management of sanitation facilities construction projects funded by Congress through the Infrastructure Investment and Jobs Act (IIJA). In this role, the Budget Analyst will compile factual information and quantitative data to prepare regular and ad hoc reports that present information such as the status of funds, expenditures, and obligations. The analyst will maintain databases, budget systems, registers, and other automated systems that record budget data and track budget activities. Additionally, the position involves contributing to the preparation of budget estimates and justifications by extracting and presenting current and historical data. The Budget Analyst will also provide information and assistance to program managers regarding the requirements and acceptability of routine budget documents, monitor, review, and reconcile commitments, obligations, and expenditures, ensuring that all financial activities align with federal regulations and agency policies.

Responsibilities

  • Compile factual information and quantitative data to prepare regular and ad hoc reports on the status of funds, expenditures, and obligations.

  • Contribute to the preparation of budget estimates and justifications by extracting and presenting current and historical data.

  • Monitor, review, and reconcile commitments, obligations, and expenditures.

Requirements

  • U.S. Citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.
  • At least one year of specialized experience equivalent to the GS-07 level in the Federal service, or two full years of higher-level graduate education, or possess a master's or equivalent graduate degree.
  • For GS-11: One year of specialized experience equivalent to the GS-09 level, or completed a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree.
  • Experience in preparing annual budgets and reviewing financial reports.
