About the position

The Senior Budget Analyst position at the Department of Health and Human Services involves overseeing the budget formulation and execution processes for assigned programs. The role requires a blend of administrative and analytical skills to ensure effective integration of program and performance planning, while also providing expert advice on budgetary guidelines and policies. The analyst will prepare reports, conduct reconciliations, and support the agency in its financial operations.

Responsibilities

• Planning, organizing, and executing the office budget while ensuring integration of program and performance planning.
• Serving as a technical authority on budgetary guidelines, policies, and regulations.
• Providing expert advice on budget formulation, presentation, and execution.
• Preparing background materials for Congressional briefings.
• Developing operational and financial reports, performing root cause analysis, and ensuring data validity.
• Maintaining reconciliations of processes to ensure accuracy of data and reports.
• Making decisions on work problems presented by budget staff.

Requirements

• U.S. Citizenship required.
• At least one year of specialized experience equivalent to the GS-13 level in the Federal service.
• Experience in the approval, financial obligation, and expenditure process of a federal program.
• Ability to analyze plans and resource needs to develop budget proposals.
• Experience executing budgets consistent with policy and financial operating plans.
• Skill in identifying and proposing solutions to complex management problems.
• Experience mentoring staff involved in budget preparation.
