About the position

Kearney & Company is seeking a Budget/Quality Assurance Analyst to join our Team. In this role, you will serve as a budget analyst in the installation's budget office, performing a variety of budget functions that involve the formulation, execution, and analysis of budgets as well as conducting economic and cost analysis studies for substantive programs and support activities. Your expertise will be crucial in supporting the development of programming and financial planning justification and documentation, which will be included in the wing financial plan. As a Budget Analyst, you will be responsible for performing budget formulation, which includes the preparation of detailed analyses of annual and multi-year budget estimates for assigned organizations and programs. These estimates will be consolidated into a comprehensive budget request. Your role will require a deep understanding of budgetary processes and the ability to communicate effectively with senior military or defense officials, ensuring that all budgetary needs are met and documented accurately. This position is integral to the financial planning and execution processes within the organization, and you will be expected to lead and manage various budget-related tasks while adhering to established guidelines and regulations. Your contributions will directly impact the financial health and operational efficiency of the organization.

Responsibilities

  • Serve as a budget analyst in the installation's budget office, performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets and economic and cost analysis studies for substantive programs and support activities.
  • Support the development of programming and financial planning justification and documentation for inclusion into the wing financial plan.
  • Perform budget formulation involving the preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request.

Requirements

  • BA/BS degree from an accredited university/college
  • Minimum of 5 years of experience performing comptroller functions including 4 years of experience leading Army, Air Force, Joint Staff, National Guard, or OSD resource management and budget actions (e.g. POM development, MIPR execution, etc.) and executing organizational change management practices
  • Experience supporting Planning, Programming, Budgeting, and Execution (PPBE) programs as performed by the Army, Air Force, Joint Staff, NGB, and OSD
  • Experience communicating with senior military or defense officials
  • Preparing and presenting executive level documents and materials
  • Skilled in MS Office Suite
  • Active Secret security clearance

Nice-to-haves

  • CDFM or DoD FM Certification
  • Skilled in Advana, database and data analysis applications
  • Proficiency in financial systems (e.g. GFEBS, DEAMS, RMOnline, ODS, cPROBE, CRIS)
  • Experience with Air Force Financial Systems
