About the position

The Budget Analyst position at the Arkansas Department of Health is responsible for assisting assigned agencies in biennial budget preparation and fiscal management. This role involves researching, analyzing, and evaluating agency operations and funding sources to determine budgetary needs, ensuring compliance with regulations, and providing technical assistance to agencies regarding fiscal activities. The position requires collaboration with agency directors and legislative officials to clarify budgetary needs and make informed recommendations.

Responsibilities

  • Researches, analyzes, and evaluates agency operations, funding sources, programs, and fiscal records to determine budgetary needs.
  • Reviews budget requests from agencies for completeness, accuracy, and compliance with regulations.
  • Meets with agency directors and fiscal personnel to discuss budgetary needs and provide advice on procedural problems.
  • Evaluates agency requests and makes recommendations to executive and legislative officials based on analysis and program knowledge.
  • Attends executive and legislative meetings to respond to technical questions and clarify information.
  • Participates in drafting and monitoring legislation during legislative sessions.
  • Provides technical assistance to agencies concerning fiscal-related activities.
  • Performs other duties as assigned.

Requirements

  • Bachelor's degree in accounting, economics, finance, financial management, general business, or a related field.
  • Knowledge of principles and practices of accounting.
  • Ability to prepare, present, and review oral and written information and reports.
  • Ability to research and analyze programs and fiscal records, determine needs, and make recommendations.
  • Ability to interpret and apply budgetary and fiscal policies and procedures.

Nice-to-haves

  • Advanced computer program skills.
  • Experience with Microsoft Office Programs, including Word.
  • Experience with the State of Arkansas accounting systems, including AASIS and PBAS.
  • Experience with the Federal Application System for submitting Federal Grant applications.
  • Knowledge of principles and practices of public health program administration.

  • Salary range of $45,010.00 - $71,792.00
  • Exempt status under FLSA
  • Occasional overtime required
  • Limited in-state and out-of-state travel required
