About the position

Bowhead seeks multiple Budget Analysts to support the BFMC and COMPTROLLER for Program Objective Memorandum (POM) planning within the NAVSEA Enterprise. This role is integral to the annual Programming Phase of the Program, Budget, and Execution (PPBE) Process, which outlines how the Services and Defense agencies intend to allocate future funding for programs in alignment with Service Program Guidance (SPG) and Defense Planning Guidance (DPG). The POM encompasses a comprehensive analysis of missions, objectives, alternative courses of action, and resource allocation over a five-year period known as the Future Year Defense Program (FYDP). The responsibilities of the Budget Analyst include several phases of the POM process. During the POM Planning Phase, analysts will review previous strategic guidance and the most current National Security Strategy (NSS), as well as analyze the latest Defense Strategy Review (DSR) developed by the Office of the Secretary of Defense (OSD). They will provide inputs to the Defense Planning Guidance (DPG) to ensure alignment with strategic goals. In the POM Programming Phase, analysts will allocate resources to support the roles and missions of NAVSEA Program Executive Offices (PEOs), Directorates, and subordinate Commands, translating previous planning decisions and Congressional guidance into detailed allocations of time-phased resource requirements, including forces, personnel, and funds. In the POM Budgeting Phase, the Budget Analyst will finalize the Budget Estimate Submission (BES) and review budget requests focusing on proper funding policy, pricing, phasing of work efforts, and efficiency of budget execution. The POM Execution Phase involves evaluating program results and comparing actual performance against planned performance, assessing how well appropriated funds are being obligated and expended. This analysis supports the preparation of the Annual Performance Report (APR) required by the Government Performance Results Act (GPRA). Additionally, the Budget Analyst will support NAVSEA Enterprise POM coordination, engage with stakeholders, and provide guidance, timelines, and briefings regarding current POM activities to senior leadership. They will also consolidate Command responses to budget reductions across programs.

Responsibilities

  • Review previous strategic guidance and the current National Security Strategy (NSS) during the POM Planning Phase.
  • Analyze the latest Defense Strategy Review (DSR) developed by the Office of the Secretary of Defense (OSD).
  • Provide inputs to the Defense Planning Guidance (DPG).
  • Allocate resources to support NAVSEA Program Executive Offices (PEOs), Directorates, and subordinate Commands during the POM Programming Phase.
  • Translate previous planning decisions and Congressional guidance into detailed allocations of time-phased resource requirements.
  • Finalize the Budget Estimate Submission (BES) during the POM Budgeting Phase and review budget requests.
  • Focus on proper funding policy, pricing, phasing of work efforts, and efficiency of budget execution during the review process.
  • Evaluate program results during the POM Execution Phase and compare actual performance against planned performance.
  • Assess how well appropriated funds are being obligated and expended.
  • Support NAVSEA Enterprise POM coordination and engage with stakeholders to align POM issues with NAVSEA Commander's priorities.
  • Provide guidance, timelines, and briefings regarding current POM activity to NAVSEA senior leadership.
  • Consolidate Command responses to budget reductions across programs.

Requirements

  • Must be a United States citizen.
  • Must possess or qualify for an active DOD Secret security clearance.
  • Experience with NAVSEA, Warfare Center, or Navy budgeting and task negotiation is preferable.
  • Familiarity with various Navy appropriations including Operation and Maintenance (O&M), Research, Development, Test and Evaluation (RDT&E), Shipbuilding and Conversion (SCN), Other Procurement (OPN), Weapons Procurement (WPN).
  • Bachelor's degree in engineering, operations management, business management, data analytics, computer science, or a related field with 4 years of relevant experience, or equivalent practical experience.
  • Desired Navy certifications: DAWIA certified at least Level II for Program Management or Business Financial Management (FM), FM Certification, Certified Defense Financial Manager (CDFM) is a plus.
  • Outstanding verbal and written communication skills; experience in developing and delivering briefings and reports for various audiences.
  • Strong background in requirements development and data analytics, including proficiency in statistical analysis and data visualization.
  • Ability to extract meaningful insights from complex datasets and present them clearly.
  • Proficiency in leveraging data to support decision-making processes and drive operational improvements.
  • Proficiency or familiarity with NAVSEA data sources and systems such as NEPS, N-ERP, EDW, PBIS, SPS, ADVANA/JUPITER, and COBRA.
  • Specialized experience using Microsoft Office Suite and other analytical tools like Qlik and Tableau.

Nice-to-haves

  • Experience in developing and delivering briefings and reports for a variety of audiences.
  • Familiarity with data visualization tools and techniques.
  • Experience with Survey Monkey online tool.
