About the position

The Budget Analyst 3 position is a critical role within the State of Iowa, responsible for developing and monitoring annual budgets while supporting the leadership team with assigned appropriations or programs. This position serves as the primary point of contact for analyzing and supporting the complex funding associated with Health and Human Services (HHS) operating programs. The analyst will manage multiple funds through effective partnerships and collaboration with program staff, ensuring that all financial activities align with state and federal regulations. In this role, the Budget Analyst will prepare and submit annual budgets, monthly or periodic financial projections, and quarterly federal financial reports. They will utilize a variety of accounting and statistical reports and methods to conduct financial impact analyses and create fiscal notes that detail proposed and actual legislated actions. The successful candidate will need to develop a strong understanding of HHS programs and the agency's budgeting processes, proactively consulting to identify and forecast cost impacts while maintaining comprehensive documentation in support of all assigned budget areas. Flexibility and adaptability are essential traits for this position, as the analyst will actively participate in agency or program budget meetings. They must be able to provide direct, clear, concise, and professional written and verbal communications tailored to various audiences. The ability to quickly identify issues, offer solutions, and continuously establish and maintain adequate controls to leverage funding sources is critical for operating within state and federal limitations. Responsibilities

  • Prepare and submit annual budgets and monthly or other periodic financial projections.
  • Prepare quarterly federal financial reports utilizing a variety of accounting and statistical reports/methods.
  • Conduct financial impact analyses and create fiscal notes detailing proposed and actual legislated actions.
  • Develop a strong understanding of HHS programs and the agency's budgeting processes.
  • Proactively consult to identify and forecast cost impacts while maintaining comprehensive documentation in support of all assigned budget areas.
  • Participate in agency or program budget meetings as an active participant.
  • Provide direct, clear, concise, and professional written and verbal communications for a variety of audiences.
  • Quickly identify issues, offer solutions, and establish and maintain adequate controls to leverage funding sources.

Requirements

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to three years of full-time work in professional level budget analysis or fiscal management.
  • Three years of full-time work experience in professional level budget analysis or fiscal management; and a total of four years of education and/or full-time experience, where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.
  • Graduation from an accredited college or university with a master's degree in business administration or public administration; and two years of full-time work experience in professional level budget analysis or fiscal management; and a total of four years of education and/or full-time experience, where twenty-four semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes one year of full-time work as a Budget Analyst 2.
