About the position

The Budget Analyst position at the Department of Veterans Affairs involves managing the budgetary program for the Fort Jackson National Cemetery in Columbia, South Carolina. The role includes preparing and overseeing the budget, conducting program planning and analysis, and ensuring proper funding allocation for operational needs. The analyst will also be responsible for developing budget reports and projections, maintaining financial records, and coordinating with the Cemetery Administrator to ensure fiscal responsibility and compliance with regulations.

Responsibilities

  • Perform a wide range of budgetary program management functions.
  • Prepare and oversee the budget for the national cemetery, including justifications for fund requests.
  • Conduct short and long-range costing, program planning, and analysis related to the budgetary process.
  • Develop and prepare the Operating Budget Plan (OBP) and Resource Management Tool (RMT).
  • Analyze funding, staffing, costing, and workload trends to make necessary adjustments.
  • Prepare and finalize employment projections with FTE and salary requirements.
  • Maintain records and spreadsheets of funding, obligations, and employment data.
  • Complete preparation of the RMT and associated worksheets.

Requirements

  • One year of specialized experience equivalent to at least GS-07 in the normal line of progression for the occupation.
  • Technical knowledge of budgeting and procurement/purchasing regulations.
  • A Master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D. if related.
  • Combination of specialized experience and education beyond the first 18 semester hours of graduate-level education.
