About the position

The Budget Analyst position is a professional role under the direction of the Budget Manager, responsible for performing comprehensive financial analysis related to the City Budget functions. This includes the development, implementation, and administration of citywide financial duties, as well as the analysis and coordination of various budget reviews and analyses. The Budget Analyst will assist in coordinating the activities of the Budget Division with other departments, divisions, and agencies, ensuring that all financial operations align with the city's goals and regulations. The role requires a strong understanding of public administration principles, budget development, and financial analysis techniques. In this position, the Budget Analyst will plan, organize, and coordinate the development process of the City's annual budget, either organization-wide or within a major department. This includes reviewing and analyzing budget requests, evaluating needs and priorities, and preparing mid-year and annual budget instructions. The analyst will also participate in the coordination of the City budget process, which involves the presentation of the budget manual, development of schedules, worksheets, and exhibits, as well as monitoring interdepartmental cost allocations and actual expenditures. The Budget Analyst will monitor departmental revenues and expenditures to ensure compliance with City policies, state and federal requirements, and related guidelines. They will also plan and direct activities of multi-faceted city-wide projects, providing project leadership and technical direction to project staff, including vendors and subcontractors. Additionally, the analyst will assist in developing goals, objectives, policies, and procedures, and will be responsible for investigating, interpreting, and analyzing proposals for new programs, grants, and services. This role requires strong communication skills to explain procedures and policies to the public and to respond to inquiries from staff and vendors regarding the purchasing process. The position may also involve performing treasury functions, such as analyzing daily cash needs and ensuring the availability of cash in the City's various bank accounts. The Budget Analyst will ensure compliance with pertinent laws, regulations, and ordinances, and will be responsible for training departmental personnel and reviewing their training needs. Overall, this role is crucial for the effective financial management of the City, ensuring that resources are allocated efficiently and in accordance with established policies.

Responsibilities

  • Plans, organizes and coordinates the development process of the City's annual budget organization-wide or in a major department.
  • Reviews and analyzes City budget requests; evaluates needs and priorities; prepares and maintains mid-year and annual budget instructions and other documents; makes recommendations to the Budget Manager.
  • Participates in coordinating the City budget process, including presentation of the budget manual, development of schedules, worksheets and exhibits; monitors interdepartmental cost allocation and actual expenditures.
  • Monitors departmental revenues and expenditures to ensure compliance with City policies and procedures, state and federal requirements and related guidelines.
  • Plans and directs activities of multi-faceted city-wide projects of limited duration; evaluates progress and resolves difficulties including those crossing departmental lines; provides project leadership and advice to others.
  • Assists in the development of goals, objectives, policies and procedures; investigates, interprets, analyzes and prepares recommendations in relation to proposals for new programs, grants and/or services.
  • Analyzes electronic purchase requisitions for accuracy and completeness; issues purchase orders utilizing computerized purchasing system; purchases requested goods and services utilizing various procurement methods.
  • Trains, assists, and responds to routine inquiries from staff regarding purchasing process and compliance with established policies and procedures for their purchases.
  • Administers, manages, and trains employees on the use and reconciliation of City's procurement card.
  • May perform or assist in treasury functions, including analysis of daily cash needs, ensuring availability of cash in the Cities various bank accounts; may include monitoring of investments.
  • Ensures compliance of department functions with pertinent laws, regulations and ordinances.
  • Answers questions and provides information to the public, outside agencies and City staff; investigates complaints and recommends corrective action to resolve complaints.

Requirements

  • Bachelor's degree from an accredited college or university with major coursework in business or public administration, economics, finance or a closely related field.
  • Two years of increasingly responsible administrative and analytical experience in a public agency, including experience in budget preparation, development, or administration.
