About the position

The Budget Analyst position within the Department of the Treasury, specifically in the Large Business and International (LB&I) Division, involves a comprehensive evaluation, review, and monitoring of resource justifications, allocations, and usage for assigned program areas. The role emphasizes adherence to the Division's business plan, IRS strategic plan, and performance measures. Analysts are responsible for providing periodic analyses of resource needs, usage, and key budget issues, identifying and responding to budgetary challenges, and assessing the financial impact of management decisions on budget programs. In this role, the analyst will research and analyze budgetary and financial issues concerning their assigned program areas. They will develop, review, and analyze resource proposals for Division programs, coordinating budget submissions and justifications with the Chief Financial Officer. This includes facilitating responses to inquiries from the Treasury, Office of Management and Budget (OMB), and Congressional staff regarding financial plan resource matters. Additionally, the analyst will provide technical advice and assistance on the status of budget submissions, reviewing changes and assessing the program impact of budget cuts or legislative changes. The position offers career progression opportunities, allowing individuals to be non-competitively promoted as they gain experience and meet the necessary qualifications. For instance, an individual may start at a GS-05 level and progress to a GS-11 level within a few years, depending on performance and experience.

Responsibilities

  • Evaluate, review, and monitor resource justifications, allocations, and usage for assigned program areas.
  • Provide periodic analysis of resource needs, usage, and key budget issues.
  • Identify and respond to budget issues within assigned areas.
  • Assess the financial impact of management decisions on budget programs.
  • Research and analyze budgetary and financial issues concerning assigned program areas.
  • Develop, review, and analyze resource proposals on Division programs.
  • Coordinate budget submissions and justifications with the Chief Financial Officer.
  • Facilitate Division responses to Treasury, OMB, and Congressional inquiries regarding financial plans.

Requirements

  • Three years of general experience, one year of which was equivalent to GS-04 level in the Federal service, or a four-year degree in any field of study, or a combination of education and experience.
  • For GS-07 level: 1 year of specialized experience equivalent to GS-05 level, or Superior Academic Achievement (SAA) qualifications.
  • For GS-09 level: 1 year of specialized experience equivalent to GS-07 level, or a Master's degree in a related field, or a combination of education and experience.
  • For GS-11 level: 1 year of specialized experience equivalent to GS-09 level, or a Ph.D. in a related field, or a combination of education and experience.
  • For GS-12 level: 1 year of specialized experience equivalent to GS-11 level, including experience with the federal budget process and analytical techniques.
