About the position

The Budget Analyst will serve in the Finance service of the Eastern Oklahoma VA Health Care System, focusing on accurately forecasting and documenting the organizational budget. The role aims to enhance organizational effectiveness and efficiency by ensuring timely use of revenues and expenditures.

Responsibilities

  • Review, edit, and consolidate annual and multi-year budget estimates.
  • Prepare or edit justifications and projected funding needs, ensuring data in requests are formally and accurately documented.
  • Monitor the execution of a budget with various sources and types of funding.
  • Identify and analyze trends in the receipt, obligation, or expenditure of funds.
  • Conduct special studies and analysis to develop required data and information for reporting.
  • Prepare administrative reports.
  • Prepare and present financial briefings.
  • Prepare documents needed to process budget estimates or requests for supplemental appropriations.
  • Perform analyses of budget requests.
  • Develop justification and impact statements, compiling data for funding obligations.

Requirements

  • One year of specialized experience equivalent to at least GS-9 in the normal line of progression for the occupation.
  • Detailed knowledge of budget formulation policies, precedents, goals, objectives, regulations, and guidelines.
  • Ability to review, edit, and consolidate budget estimates for assigned medical facility organizations and programs.
  • Extensive knowledge of budget execution to monitor various funding sources.
  • Ability to analyze and evaluate changes in program plans and funding.

Nice-to-haves

  • Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.
  • Combination of specialized experience and education beyond a Master's Degree.
