About the position

The Budget Analyst position at Bowhead involves supporting the Program Objective Memorandum (POM) planning for the NAVSEA Enterprise as part of the annual Programming Phase of the Program, Budget, and Execution (PPBE) Process. The role requires analyzing funding allocations, reviewing strategic guidance, and ensuring compliance with various defense budgeting processes. The analyst will engage with stakeholders, provide insights on budget execution, and contribute to performance reporting.

Responsibilities

  • Review previous strategic guidance and the National Security Strategy (NSS) for POM planning.
  • Allocate resources to support NAVSEA Program Executive Offices (PEOs) and subordinate Commands during the POM Programming Phase.
  • Finalize Budget Estimate Submission (BES) and review budget requests focusing on funding policy, pricing, work phasing, and budget execution efficiency.
  • Evaluate program results during the POM Execution Phase and compare actual performance with planned performance.
  • Prepare the Annual Performance Report (APR) to assess fund utilization and outcome achievement.
  • Support NAVSEA Enterprise POM coordination and communication with stakeholders.
  • Provide POM guidance, timelines, status updates, and briefings to senior leadership.
  • Assist with internal program briefings and consolidate responses to budget reductions.

Requirements

  • Must be a United States citizen.
  • Must possess or qualify for an active DOD Secret security clearance.
  • Experience with NAVSEA, Warfare Center, or Navy operations.
  • Preferably have Naval Surface or Undersea Warfare budgeting experience.
  • Familiarity with Navy appropriations such as O&M, RDT&E, SCN, OPN, and WPN.
  • Bachelor's degree in a relevant field with 4 years of experience or equivalent practical experience.
  • Desired certifications include DAWIA Level II for Program Management or Business Financial Management, FM Certification, or CDFM.
  • Outstanding verbal and written communication skills for developing briefings and reports.
  • Ability to interface with internal and external customers effectively.
  • Strong background in data analytics and requirements development.
  • Proficiency in data visualization and advanced analytic techniques in a DOD setting.
  • Experience with NAVSEA data sources and systems like NEPS, N-ERP, EDW, PBIS, SPS, ADVANA/JUPITER, and COBRA.
  • Proficiency in Microsoft Office Suite and experience with tools like Survey Monkey, Qlik, or Tableau.

Nice-to-haves

  • Navy certifications such as DAWIA Level II or CDFM.
  • Experience in developing and delivering presentations for diverse audiences.
