About the position

Integration Innovation, Inc. (i3) is seeking a Budget Analyst to provide executive-level analysis to the DEVCOM Aviation and Missile Center, specifically for civil service personnel assigned to the S3I Directorate, Division Strategic and Operation Analysis, AMS-MS. This position is located in Huntsville, Alabama, and is a hybrid role, allowing for a combination of remote and on-site work. The Budget Analyst will be responsible for a variety of financial management tasks, including planning and tracking maintenance of financials across multiple systems such as BizOps, AICIS, GFEBS, DTS, and ATAAPS. This role requires close coordination with various stakeholders, including Division Chiefs, Branch Chiefs, Tech Monitors, Customers, and Program Managers, to ensure effective funding planning, execution, and tracking of accruals and expenditures. The Budget Analyst will deliver accrual reporting specific to each program or funding document, ensuring that government stakeholders and customers receive accurate and timely financial information. This includes generating reports from GFEBS, Rubix Fund Reports, AICIS Reports, and DTS Transaction reports. Additionally, the analyst will be responsible for managing work purchases and payment requirements in the DEVCOM Purchase Requisition System (PURS) and updating labor category changes to minimize tracking errors in the Contact Management System (CMS). The role also involves creating and updating projects as directed by stakeholders, assigning Work Breakdown Structures (WBS) to the correct projects in Project Portfolio Management (PPM), and coordinating budget entries for FIRE data. The Budget Analyst will work with Resource Management to add funding to DTS or Cross-Org funding and provide any ad hoc planning or reporting as needed. Administrative assistance will also be part of the responsibilities, which may include managing timecards, VARS, DTS, and scheduling tasks.

Responsibilities

  • Plan and track maintenance of financials within BizOps, AICIS, GFEBS, DTS, and ATAAPS.
  • Coordinate with stakeholders for funding planning, execution, tracking accruals and expenditures.
  • Deliver accrual reporting specific to each program or funding document to government stakeholders and customers.
  • Manage work purchases and payment requirements in the DEVCOM Purchase Requisition System (PURS).
  • Update labor category changes to reduce labor tracking errors in the Contact Management System (CMS).
  • Create and update projects as directed by stakeholders and assign WBS to the correct projects in Project Portfolio Management (PPM).
  • Coordinate with stakeholders for budget entries for FIRE data.
  • Work with Resource Management to add funding to DTS or Cross-Org funding.
  • Provide ad hoc planning/reporting as needed.
  • Ensure WBS' are added in ATAAPS and cleaned up as needed.
  • Provide administrative assistance including managing timecards, VARS, DTS, and scheduling.

Requirements

  • Bachelor's degree in a related field required; additional experience may substitute for degree.
  • 10 years of relevant experience.
  • Experience in analyzing and assessing financial data processes, including documentation requirements, costing, and program scheduling.
  • Proficiency in Microsoft Office, including Excel, Word, PowerPoint, and Adobe Acrobat.
  • Experience with Microsoft Project preferred.
  • Prior experience creating travel orders and vouchers in Defense Travel System (DTS) preferred.
  • Experience generating labor reports in ATAAPS preferred.
  • Experience accessing funding reports and documents in GFEBS preferred.
  • Financial Systems Experience.
  • Strategic Planning and Process Flow formulation & Improvement experience.
  • Budget forecasting and Cost analysis experience.
  • DOD Financial Regulations experience preferred.
  • Contract knowledge preferred.
  • Strong communication and collaborative abilities.
  • Active DoD security clearance required.
  • U.S. Citizenship is required.
