About the position

The Budget Analyst will support clients in understanding acquisition planning in accordance with DOD instructions and provide expert fiscal life-cycle advice to program and financial management officials. The role involves preparing life cycle cost estimates, conducting fiscal reviews, and developing spend plans while maintaining proper accounting records and ensuring compliance with appropriation laws.

Responsibilities

  • Support client with understanding of acquisition planning in accordance with DOD instructions.
  • Prepare life cycle cost estimates that include all major components/phases.
  • Develop cost estimating/analysis techniques and conduct cost research.
  • Provide expert fiscal life-cycle advice to program and financial management officials.
  • Conduct fiscal review of proposed obligations to ensure compliance with appropriation law.
  • Develop spend plans by consulting with program managers.
  • Provide administrative support as required.
  • Assist with creating efficiencies in current functions by providing feedback on user experiences.
  • Act as a liaison between Government program managers and OCFO resource advisors.
  • Data entry of annual spend plan requirements and maintain updates throughout the fiscal year.
  • Maintain proper accounting records for tracking status of funds.
  • Work proficiently in multiple financial systems including DAI, ADVANA, ABM, and PIEE.
  • Assist directorate with the development of FM packages for the approval process.
  • Review and audit funding requests with associated documentation.
  • Coordinate with resource advisors to correct inaccuracies in requirement packages.
  • Develop and brief senior leadership on the status of funds and financial reports.

Requirements

  • Bachelor's degree in finance, accounting, or a related field.
  • 8+ years of experience in financial planning, analysis, and modeling.
  • Proficiency in financial systems.

Nice-to-haves

  • Experience with Operations and Maintenance (O&M), Research Development Test and Evaluation (RDT&E), and Working Capital Funds (WCF).
