About the position

The Budget Analyst position at AMSG, located in Albuquerque, NM, is a critical role within the Department of Energy's National Nuclear Security Administration's Office of Secure Transportation. This position involves providing comprehensive management and administrative support, focusing on project and budget analysis, document control, and various financial processes. The Budget Analyst will be expected to uphold AMSG's high-quality standards while performing assigned tasks in accordance with established performance work standards. The work schedule is Monday through Friday from 7 AM to 4 PM, excluding Federal Holidays. In this role, the Budget Analyst will support daily budget execution activities, which include budget justification, analysis, tracking, and reconciliation of funding requirements. The candidate must have at least two years of experience in budgeting or a related field, demonstrating strong time management skills and proficiency in Microsoft Office applications, particularly Excel and PowerPoint. The analyst will assist in maintaining budget-related systems, ensuring that funds are allocated, tracked, and spent appropriately, while also evaluating the organization's progress towards its planned goals and deliverables. The Budget Analyst will utilize various software products, including Excel, Access, Crystal Reports, and Word, to organize, present, and integrate budget documentation and reports for both internal and external distribution. Additionally, the analyst will provide guidance to program staff on budget-related requirements and deliverables, recommend policies for estimating budgeting needs, and support the Budget Execution Branch by processing travel vouchers and resolving discrepancies in a timely manner. This position also requires a strong attention to detail and the ability to communicate effectively with OST staff to address travel issues.

Responsibilities

  • Support daily budget execution activities including budget justification and analysis.
  • Track and reconcile funding requirements.
  • Maintain budget-related systems including checkbooks, databases, and SharePoint.
  • Ensure appropriate allocation, tracking, and spending of funds.
  • Evaluate organizational progression towards planned goals and deliverables.
  • Utilize software products to assist with budget documentation and reporting.
  • Provide advice and assistance to program staff on budget-related processes and strategies.
  • Recommend or adapt policies for estimating budgeting needs or controlling expenditures.
  • Support the Budget Execution Branch and Project Managers in resolving discrepancies.
  • Review, validate, track, and process approximately 600 OST travel vouchers per month.
  • Maintain a detailed log of travel issues and communicate with OST staff to resolve them.
  • Act as backup for the technical writer/editor position.

Requirements

  • Bachelor's degree in a relevant field.
  • Minimum of two years' experience in budgeting or a related field.
  • Proficiency in Microsoft Office, especially Excel and PowerPoint.
  • Strong time management skills.
  • Attention to detail and ability to track discrepancies.

Nice-to-haves

  • Experience with ATAAPS (Automated Time and Attendance Reporting System).
  • Knowledge of STARS (Standard Accounting and Reporting System).
  • Familiarity with IPORTAL (Business Intelligence Service for Dashboard).
  • Experience with Concur Government Edition for travel management.
  • Knowledge of OST SharePoint for procurement tracking.
  • Familiarity with STRIPES (Strategic Integrated Procurement Enterprise System).
